(a)

The City of Rochester Zoning Ordinance, Ordinance No. 1963-8, as amended, except the zoning map and boundaries of zoning districts, is hereby amended in its entirety. The adoption of this amending ordinance, however, shall not affect or prevent any pending or future prosecution of, or action to abate, any existing violation of Ordinance No. 1963-8, as amended, if said existing violation is in violation of the provisions of this ordinance. This ordinance shall become effective immediately upon the publication thereof.
