ARTICLE XIII

R-1 ONE UNIT RESIDENTIAL

13.1 General Description:

The purpose of the R-1 One Unit Residential District is to provide for detached single-unit housing opportunities in an urban setting at a low to medium density level. While the R-1 district is intended to generally maintain neighborhoods compromised of detached single-unit dwellings, other low impact residential uses and some home occupations are appropriate.

13.2 Permitted Principal Uses:

13.2a One unit detached dwellings.
13.2b Day care home.
13.2c Foster family homes.
13.2d Unrelated group uses.
13.2e Municipal fire and police station.
13.2f Care home small residential.
13.2g Essential services and municipal administrative or public service buildings not less than eighty feet (80') from any lot line.
13.2h Public parks and playgrounds.
13.2i Existing railroad right-of-way, but not switching storage or freight yards of sidings.
13.2j Short-term rentals which must make available a minimum of one off-street parking spot for use by the occupant of each short-term rental unit at the property, the operator shall reside within the City of Rock Island or within ten (10) miles of its periphery and shall not have signage exceeding one (1) square foot in area.
13.2k Any other similar uses deemed to be consistent.

13.3 Permitted Accessory Uses:

13.3a Any permitted accessory use in an "R-1" District.
13.3b Private garages or parking areas.
13.3c Private office of lawyer, architect, or engineer within their own dwelling.
13.3d Minor home occupations, as defined.
13.3e Day care home licensed by the State of Illinois and with occupancy permit.
13.3f Other uses incidental to a permitted use.
13.3g Agriculture, Urban.
13.3h Other uses incidental to a permitted use.

13.4 When Authorized by Board of Zoning Appeals:

13.4a Major Home Occupations.
13.4b Community Center.
13.4c Utility stations without service yards or storage.
13.4d Outdoor recreational facilities such as golf courses, country clubs, and tennis courts.
13.4e Public and parochial schools as well as religious institutions not less than twenty (20) feet from any lot in an "R" District.
13.4f Municipal buildings and libraries.
13.4g Off street parking facilities for permitted uses and/or uses permitted upon review of appropriate authority in this zoning district.
13.4h Day care home, as defined, but serves between nine (9) and twelve (12) children.
13.4i Any other similar uses deemed consistent by the Board of Zoning Appeals.

13.5 Height Regulations:

No principal structure shall exceed two and one-half (2½) stories or thirty-five feet (35') in height. No accessory structure shall exceed one (1) story.

13.6 Lot Area, Frontage, and Yard Requirements:
