The following are permitted uses in the R-4 District:

   (A)   All permitted uses allowed in an R-3 District;

   (B)   Boarding and lodging houses;

   (C)   Public and parochial schools and churches not less than 20 feet from any lot in an R District; and

   (D)   Any other similar uses deemed to be consistent.

   The following are permitted accessory uses in the R-4 District:

   (A)   All permitted accessory uses in an R-3 District; and

   (B)   Other uses incidental to a permitted use.

   The following are special uses in the R-4 District when authorized:

   (A)   Care home, large residential;

   (B)   Any use authorized by Zoning Board of Appeals in an R-4 District;

   (C)   Nursing homes at least 50 feet from any lot line;

   (D)   Halfway house/group home;

   (E)   Daycare centers licensed by the state;

   (F)   Private clubs, lodges, and union halls;

   (G)   Parking lots accessory to use in an adjoining or less restrictive district when abutting or directly across an alley; and

   (H)   Any other similar uses deemed to be consistent.

   No principle structure shall exceed two and one-half stories or 35 feet in height, and no accessory structure shall exceed one story 15 feet in height, except as provided in § 154.071.

   The following minimum requirements shall be observed along with bufferyard requirements as described in § 154.599, and shall be served by central or municipal sewerage systems.
