An appeal of a decision by the planning commission or its authorized representative shall stay all proceedings in furtherance of the action appealed, unless the planning commission or its authorized representative shall certify to the town council, after notice of appeal has been filed with both of them, that by reason of facts stated in the certificate, a stay would cause imminent peril to life or property. In such case, the proceedings shall not be stayed other than by a restraining order, which may be granted by the town council or by a court of record on application or notice to the planning commission or its authorized representative and on due cause shown.
