SUBMISSION REQUIREMENTS
(a)
Amendment to the code text. Every application for an amendment to the zoning text shall be accompanied by the application which is on file in the office of the village clerk and the following documentation, unless specifically waived by the appropriate village official or body:
(1)
A statement identifying the existing section or sections of this chapter concerning which the text amendment is being sought, the revised language being proposed, and the reason or reasons for the requested text amendment.
(2)
A statement indicating the manner in which the requested amendment supports each of the following conclusions:
a.
The amendment to the text will not result in any building construction, land use or other development related activity which would be detrimental to or endanger the public health, safety or welfare of the community as a whole or any portion thereof.
b.
The amendment to the text is consistent with the spirit and intent of this chapter and comprehensive plan.
c.
The amendment meets the standards for zoning amendments of this chapter.
(3)
Any other information or documentation requested by the zoning administrator.
(b)
Amendment to the zoning map. Every application for an amendment to the zoning map shall be accompanied by the application which is on file in the office of the village clerk and the following documentation, unless specifically waived by the appropriate village official or body:
(1)
Proof of ownership of the zoning lot in question. If the applicant is not the owner, a statement signed by the owner must be submitted certifying that the owner is jointly filing the application for an amendment to the zoning map.
(2)
A plat of survey of the parcels of land comprising the zoning lot, drawn to scale, showing the actual dimensions of said zoning lot, including all parcels or lots contained therein, and drawn in accordance with the recorded plat of such land.
(3)
A statement identifying the existing zoning district for the zoning lot in question, the zoning district requested, and the reason or reasons for the requested amendment to the zoning map.
(4)
A statement indicating the manner in which the requested amendment to the zoning map supports each of the following conclusions:
a.
The amendment will not result in any building construction, land use or other development related activity which would be detrimental to or endanger the public health, safety or welfare of the community as a whole or any portion thereof.
b.
The amendment is consistent with the spirit and intent of this chapter and comprehensive plan.
c.
The amendment meets the standards for zoning amendments of this chapter.

(2)
A plat of survey of the parcel or parcels of land comprising the zoning lot, drawn to scale showing the actual dimensions of the zoning lot, including all parcels or lots contained therein, and drawn in accordance with the recorded plat of such land.

A site plan drawn to an appropriate scale showing the zoning lot in question and adequately illustrating in a graphic manner the nature of the requested variance.
(4)
A site location map drawn to an appropriate scale indicating the existing land use and zoning of all property within 250 feet of the subject property.
(5)
The names and addresses of all property owners within 250 feet of the subject property.
(6)
The characteristics of the subject property which prevent compliance with the requirements of this chapter.
(7)
The minimum modification to the requirements of this chapter that would be necessary to permit the proposed use or structure.
(8)
The manner in which the variation requested is in accordance with the standards for variances of this chapter.
(9)
Any other information or documentation requested by the zoning administrator.

Every application for site plan review shall submit the following site plan review requirements, accompanied by the application which is on file in the office of the village clerk, unless specifically waived by the appropriate village official or body:
(1)
A plat of survey of the parcel or parcels of land comprising the zoning lot, drawn to scale showing the actual dimensions of the zoning lot, including all parcels or lots contained therein, and drawn in accordance with the recorded plat of such land.
(2)
A site location map drawn to an appropriate scale indicating existing land use and zoning of all property within 250 feet of the subject property.
(3)
A site plan drawn to scale, which indicates, at a minimum (see site plan specifications following this section):
a.
Property lines.
b.
Acreage and proposed density.
c.
Public rights-of-way, easements and utilities.
d.
Proposed and existing building footprints on the subject property and all surrounding properties, including dimensioned setbacks from property lines.
e.
Parking space locations, dimensions and number of spaces.
f.
Paved surfaces, materials and locations.
g.
Landscape plan indicating existing and proposed landscape materials and associated proposed plant materials list.
h.
Details for screening, fencing, site lighting and signs; where site lighting is proposed, a photometric grid that indicates light intensity in footcandles across the site and at all property lines shall also be required.
i.
Architectural elevations drawn to scale and indicating building height, photographs and massing diagrams of the subject property and abutting properties that show all facades of the proposed building in its existing context.
(4)
Any other information or documentation required by the zoning administrator.

Plans and drawings shall be a minimum scale of one inch equals 40 feet, unless otherwise indicated. The maximum sheet size shall be 24 inches by36 inches, and all plans shall be folded to approximately 8½ inches by 11 inches. The following is required on all site plan drawings:
(1)
Proposed name of the development;
(2)
Drawing title and sheet title;
(3)
Exhibit number and label;
(4)
Engineering scale, both numerically and graphically;
(5)
North arrow, designated as true north;
(6)
Date of preparation of original drawing and date of any revisions;
(7)
Names, addresses and phone and fax numbers of the owner or developer having control of the site;
(8)
Name and professional seal of registered engineer and/or surveyor;
(9)
Name, professional seal, address and phone number of site planners.

(2)
A site location map drawn to an appropriate scale indicating existing land use and zoning of all property within 200 feet of the subject property.
(3)
A preliminary development plan prepared in accordance with this chapter.
(4)
A statement indicating the manner in which the requested planned unit development supports the standards of this chapter.
(5)
Any other information or documentation required by the zoning administrator.
(b)
Please note, all planned unit developments are subject to special use and the requirements of this procedure.

Application for an occupancy permit shall be submitted to the zoning administrator.

Every application for an appeal of a zoning administrator decision shall be accompanied by the application which is on file in the office of the village clerk and the following documentation, unless specifically waived by the appropriate village official or body:
(1)
A statement identifying the decision of the zoning administrator concerning which the notice of appeal is being filed, and citing the reasons why the applicant is appealing said decision.
(2)
A site plan drawn to scale showing the zoning lot in question and adequately illustrating in a graphic manner the nature of the appeal.
(3)
Any other information or documentation required by the zoning board of appeals/plan commission.

Application for zoning interpretation shall be submitted to the zoning administrator.

The application for a temporary use permit shall be submitted to the zoning administrator.

The application for a home occupation certificate shall be submitted to the zoning administrator.

The following submittal requirements for each component are required as part of the final engineering plan (see section 82-129):
(1)
Geometric plan. The geometric plan to show the following:
a.
Site boundaries and lot layout shall be a copy of the final plat, reduced if required, without the certificates.
b.
All necessary geometric data required to layout the proposed improvements.
c.
All streets adjacent to and within 150 feet of project site.
d.
All site access roadways and driveways within 150 feet of project site.
e.
All necessary geometric data required to show existing and proposed easements.
f.
Street right-of-way width.
g.
Street centerline and radii and curve data.
h.
Right-of-way radii and curve data.
i.
Street pavement width.
j.
Location of curb and gutter.
k.
Intersection geometric data.
l.
Parking lot dimensioning and data including: lot aisle widths, space dimensions, handicap space dimensions; loading berth dimensions, curb radii, angle of parking, throat width of drives, angle of driveway at street intersection.
m.
Setback lines and distances for all proposed building, parking lots, etc.
n.
Proposed building footprint outlines.
o.
Nonresidential site area in square feet: office building area in square feet (if applicable) and warehouse building area in square feet (if applicable);
p.
Building envelope: distance to front lot line, rear lot line, interior side lot line, and exterior lot line (if applicable) and distance to all existing off-site buildings within 100 feet of the subject site.
(2)
Grading plan. The grading plan shall show the following:
a.
Existing and proposed finished ground topography of site at one-foot contour intervals extending for 100 feet onto adjacent properties.
b.
All existing structures located and described.
c.
All streets, driveways, parking lots, and other paved areas.
d.
Longitudinal slope of parkways and driveways where required.
e.
Locations of all trees exceeding six inches in diameter.
f.
Flood hazard and wetlands delineation:
1.
Floodway delineation;
2.
100-year floodplain delineation;
3.
Drainage watershed delineation, both on and off site;
4.
Wetlands and other flora areas delineation; and
5.
The delineation of all major watercourses.
g.
Curb and gutter, and sidewalks.
h.
Storm and sump pump drainage appurtenances: number of all storm sewer structures, and rim and invert grades and pipe material and sizes noted for all drainage structures.
i.
All elevations including contours shall be referenced to USGS datum NAVD 88: existing contours to be shown as light dashed lines and proposed contours to be shown as heavy solid lines.
j.
Spot elevations at break points, lot corners, foundation corners and top elevation at all property lines, extended drainage inlet structures, and other ground control points.
k.
Proposed building footprint with top foundation elevation and, where applicable, garage floor elevation.
l.
Basement floor elevation for proposed building with walkout basement or lowest opening adjacent to all overland flood routes.
m.
Drainage arrows along lot lines, swales, ditches, and wherever else required to delineate surface drainage direction and pattern.
n.
Retaining wall top and bottom elevations and details with indication of wall ownership.
o.
Stormwater overflow routing with applicable cross sections.
p.
Stormwater retention or detention storage basin.
1.
Outline of the storage basin with finished contours at one foot intervals;
2.
Typical cross sections showing the degree of side slopes, top of bank elevations, bottom elevations and proposed storage elevations;
3.
Finished surface restoration, including any slope stabilization or protection;
4.
Inlet and release structures with details;
5.
Any subsurface (bottom) drainage system;
6.
Designation if a dry or wet bottom basin;
7.
High and, where applicable, normal water storage elevation; and
8.
Calculated water storage volume in acre feet.
q.
Erosion and sedimentation control measures applicable to site grading.
r.
Stormwater pollution prevention plan.
(3)
Master and detailed utility plan. The master and detailed utility plan to show the following:
a.
Location, material and size (if applicable) of all existing utility lines and their appurtenant structures located on-site or within the construction limits of proposed off-site improvements.
b.
Location, material and size of all proposed on-site and off-site water mains and services, sanitary sewers, and services storm sewers, and sump pump drain lines, and their appurtenant structures (hydrants, valves, manholes, etc.) which shall be numbered for reference.
c.
Finished frame elevation and invert elevations shall be given for all structures.
d.
Size, slope, purpose, length, and type of material of all proposed utility lines.
e.
Locations where granular trench backfill is required.
f.
Existing structures which require adjusting, reconstruction, or filling shall be noted on plan.
g.
Conformance to overall village plans for any trunk lines, existing or proposed, which traverse the subdivision.
h.
Depict adjacent properties for proper utility and street match.
i.
Hydrant locations, dimension to the back of the nearest curb, final grade ring elevation.
j.
Valve vault and valve box locations, with description including size and type of valve, final adjusted grade;
k.
Thrust blocks or joint restraints shall be provided at all bends, tees and plugs for all water mains.
l.
Vertical and horizontal clearance between water main and sanitary/storm sewer shall be in accordance with standard specifications.
(4)
Lighting plan. The lighting plan to show the following:
a.
Light pole locations, heights and spacing.
b.
Control system and underground site wiring diagram specifying unit duct and wire size, locations and other materials.
c.
Typical installation section showing:
1.
Type of base and pole;
2.
Bracket or arm;
3.
Luminaire wattage type lamp and ballast provided; and
4.
Mounting height.
d.
Catalog cuts and specifications from manufacturer.
(5)
Street plan profiles and sections. The street plan profiles and sections to show the following:
a.
Plan view of all proposed street and sidewalk improvements showing, but not limited to, street name, centerlines with stationing and horizontal curve data, right-of-way lines and widths, pavement outline and widths, sidewalks, curb and gutter, return radii, all storm sewers and other drain lines with structures, and, where applicable, shoulders and drainage ditches.
b.
Locations where granular trench backfill is required.
c.
Centerline profile of existing ground line with elevations shown at 50-foot intervals minimum.
d.
Centerline profile of proposed pavement surface with grades, vertical curve data, and elevations shown at 50-foot intervals minimum.
e.
Profile of all proposed storm sewers, sanitary sewers, water mains and other drain lines with structures within the plan view area showing pipe size, slope, length, type of material, and finished frame and invert elevations for structures.
f.
Profile of all utility crossings where a grade conflict may occur.
g.
Typical street cross sections showing all proposed street construction within the right-of-way and the calculated pavement structural number.
h.
Street cross sections for all proposed streets within the development and for all streets constructed or reconstructed outside of the development boundaries at 100-foot intervals minimum or at more frequent intervals as requested by the village engineer.
i.
The plan view scale shall be one-inch equals 50 feet minimum and profile scales shall be horizontal same as plan and vertical one-inch equals five feet.
(6)
Construction details. All details shall be of type standard with the village, including but not limited to:
a.
Manholes, inlets, catchbasins, vaults.
b.
Standard utility structure covers.
c.
Standard valve and hydrant installation.
d.
Drainage structures.
e.
Concrete curb and gutter.
f.
Thrust block installation.
g.
Service connections.
h.
Paving installation.
(7)
Sanitary and storm sewer profiles. Profiles shall be provided for all proposed sanitary and storm sewers.
(8)
Landscaping plan. Landscaping plan shall include trees and other plantings to be preserved and provided, screening where required, the restoration of site flora and other areas to be stabilized and enriched according to this chapter and all other village requirements.
(9)
Soil erosion and sedimentation plan. Soil erosion and sedimentation plan shall include the location, type, and details of all required site soil erosion control measures, and shall show any proposed ground cover areas such as seeding, sodding, etc. Also, a stormwater pollution prevention plan is required.

Additional information. Other information must be provided as required by village staff.

Parking lot dimensioning and data including: lot aisle widths, space dimensions, handicap space dimensions; loading berth dimensions, curb radii, angle of parking, throat width of drives, angle of driveway at street intersection.

Setback lines and distances for all proposed building, parking lots, etc.

Proposed building footprint outlines.
o.
Nonresidential site area in square feet: office building area in square feet (if applicable) and warehouse building area in square feet (if applicable);
p.
Building envelope: distance to front lot line, rear lot line, interior side lot line, and exterior lot line (if applicable) and distance to all existing off-site buildings within 100 feet of the subject site.
(2)
Grading plan. The grading plan shall show the following:
a.
Existing and proposed finished ground topography of site at one-foot contour intervals extending for 100 feet onto adjacent properties.
b.
All existing structures located and described.
c.
All streets, driveways, parking lots, and other paved areas.
d.
Longitudinal slope of parkways and driveways where required.
e.
Locations of all trees exceeding six inches in diameter.
f.
Flood hazard and wetlands delineation:
1.
Floodway delineation;
2.
100-year floodplain delineation;
3.
Drainage watershed delineation, both on and off site;
4.
Wetlands and other flora areas delineation; and
5.
The delineation of all major watercourses.
g.
Curb and gutter, and sidewalks.
h.
Storm and sump pump drainage appurtenances: number of all storm sewer structures, and rim and invert grades and pipe material and sizes noted for all drainage structures.
i.
All elevations including contours shall be referenced to USGS datum NAVD 88: existing contours to be shown as light dashed lines and proposed contours to be shown as heavy solid lines.
j.
Spot elevations at break points, lot corners, foundation corners and top elevation at all property lines, extended drainage inlet structures, and other ground control points.
k.
Proposed building footprint with top foundation elevation and, where applicable, garage floor elevation.
l.
Basement floor elevation for proposed building with walkout basement or lowest opening adjacent to all overland flood routes.
m.
Drainage arrows along lot lines, swales, ditches, and wherever else required to delineate surface drainage direction and pattern.
n.
Retaining wall top and bottom elevations and details with indication of wall ownership.
o.
Stormwater overflow routing with applicable cross sections.
p.
Stormwater retention or detention storage basin.
1.
Outline of the storage basin with finished contours at one foot intervals;
2.
Typical cross sections showing the degree of side slopes, top of bank elevations, bottom elevations and proposed storage elevations;
3.
Finished surface restoration, including any slope stabilization or protection;
4.
Inlet and release structures with details;
5.
Any subsurface (bottom) drainage system;
6.
Designation if a dry or wet bottom basin;
7.
High and, where applicable, normal water storage elevation; and
8.
Calculated water storage volume in acre feet.
q.
Erosion and sedimentation control measures applicable to site grading.
r.
Stormwater pollution prevention plan.
(3)
Master and detailed utility plan. The master and detailed utility plan to show the following:
a.
Location, material and size (if applicable) of all existing utility lines and their appurtenant structures located on-site or within the construction limits of proposed off-site improvements.
b.
Location, material and size of all proposed on-site and off-site water mains and services, sanitary sewers, and services storm sewers, and sump pump drain lines, and their appurtenant structures (hydrants, valves, manholes, etc.) which shall be numbered for reference.
c.
Finished frame elevation and invert elevations shall be given for all structures.
d.
Size, slope, purpose, length, and type of material of all proposed utility lines.
e.
Locations where granular trench backfill is required.
f.
Existing structures which require adjusting, reconstruction, or filling shall be noted on plan.
g.
Conformance to overall village plans for any trunk lines, existing or proposed, which traverse the subdivision.
h.
Depict adjacent properties for proper utility and street match.
i.
Hydrant locations, dimension to the back of the nearest curb, final grade ring elevation.
j.
Valve vault and valve box locations, with description including size and type of valve, final adjusted grade;
k.
Thrust blocks or joint restraints shall be provided at all bends, tees and plugs for all water mains.
l.
Vertical and horizontal clearance between water main and sanitary/storm sewer shall be in accordance with standard specifications.
(4)
Lighting plan. The lighting plan to show the following:
a.
Light pole locations, heights and spacing.
b.
Control system and underground site wiring diagram specifying unit duct and wire size, locations and other materials.
c.
Typical installation section showing:
1.
Type of base and pole;
2.
Bracket or arm;
3.
Luminaire wattage type lamp and ballast provided; and
4.
Mounting height.
d.
Catalog cuts and specifications from manufacturer.
(5)
Street plan profiles and sections. The street plan profiles and sections to show the following:
a.
Plan view of all proposed street and sidewalk improvements showing, but not limited to, street name, centerlines with stationing and horizontal curve data, right-of-way lines and widths, pavement outline and widths, sidewalks, curb and gutter, return radii, all storm sewers and other drain lines with structures, and, where applicable, shoulders and drainage ditches.
b.
Locations where granular trench backfill is required.
c.
Centerline profile of existing ground line with elevations shown at 50-foot intervals minimum.
d.
Centerline profile of proposed pavement surface with grades, vertical curve data, and elevations shown at 50-foot intervals minimum.
e.
Profile of all proposed storm sewers, sanitary sewers, water mains and other drain lines with structures within the plan view area showing pipe size, slope, length, type of material, and finished frame and invert elevations for structures.
f.
Profile of all utility crossings where a grade conflict may occur.
g.
Typical street cross sections showing all proposed street construction within the right-of-way and the calculated pavement structural number.
h.
Street cross sections for all proposed streets within the development and for all streets constructed or reconstructed outside of the development boundaries at 100-foot intervals minimum or at more frequent intervals as requested by the village engineer.
i.
The plan view scale shall be one-inch equals 50 feet minimum and profile scales shall be horizontal same as plan and vertical one-inch equals five feet.
(6)
Construction details. All details shall be of type standard with the village, including but not limited to:
a.
Manholes, inlets, catchbasins, vaults.
b.
Standard utility structure covers.
c.
Standard valve and hydrant installation.
d.
Drainage structures.
e.
Concrete curb and gutter.
f.
Thrust block installation.
g.
Service connections.
h.
Paving installation.
(7)
Sanitary and storm sewer profiles. Profiles shall be provided for all proposed sanitary and storm sewers.
(8)
Landscaping plan. Landscaping plan shall include trees and other plantings to be preserved and provided, screening where required, the restoration of site flora and other areas to be stabilized and enriched according to this chapter and all other village requirements.
(9)
Soil erosion and sedimentation plan. Soil erosion and sedimentation plan shall include the location, type, and details of all required site soil erosion control measures, and shall show any proposed ground cover areas such as seeding, sodding, etc. Also, a stormwater pollution prevention plan is required.
(10)
Additional information. Other information must be provided as required by village staff.
