BOARDS, COMMISSIONS AND OFFICIALS
In addition to those powers set forth in this chapter, the village board shall have the following powers to make final decisions on:
(1)
Chapter amendments;
(2)
Variations;
(3)
Special uses;
(4)
Planned unit developments;
(5)
Preliminary plats and final plats.

In addition to those powers set forth in this chapter, the zoning board of appeals/plan commission shall have the following powers to hear or make:
(1)
Recommendations on code amendments;
(2)
Recommendations on variations;
(3)
Recommendations on special uses;
(4)
Recommendations on planned unit developments;
(5)
Recommendations on preliminary plats and final plats;
(6)
Final decisions on appeals of zoning decisions made by the zoning administrator.

The site plan review committee shall be comprised of the director of community development and the village engineer. All members of the committee may appoint a member of his department to act for the committee member on those occasions when they are unable to attend a meeting. The committee shall elect a chairperson and all meetings of the committee shall be called by the chairperson as needed. The committee shall adopt its own rules and regulations. A quorum shall consist of two committee members. The site plan review committee shall have the following powers and duties: To review and make final decisions on any site plan review.

The director of community development or designee shall be considered the zoning administrator, and shall have the following powers, pursuant to this chapter:
(1)
To make final decisions on sign permits.
(2)
To receive, review and make decisions on code interpretations.
(3)
To receive, review and issue home occupation certificates.
(4)
To receive, review and approve site development permits.
(5)
To receive, review and issue land disturbance activity permits.
(6)
To receive, file and forward applications to the appropriate review and approval bodies for amendments, variations, subdivisions, special uses and planned unit developments.
(7)
To maintain permanent and current records of this chapter including, but not limited to, all the zoning maps, zoning amendments, variations, special uses, appeals, interpretations and applications thereof.
(8)
To receive recommendations from the zoning board of appeals/plan commission on applications for zoning amendments, variations, subdivisions, special uses and planned unit developments, and transmit the same to the village board.
(9)
To receive, file and forward to the zoning board of appeals/plan commission appeals of administrative decisions.
(10)
To conduct inspections of buildings and structures to determine compliance with the terms of this is chapter and other applicable ordinances.

To enforce the provisions of this chapter and to issue notices of violations.
