ARTICLE XIV

R-4 MULTIPLE-FAMILY RESIDENCE DISTRICT

§ 155.1401 PURPOSE.

   The R-4 Multiple-Family Residence District is designed to protect and enhance the character and value of residential areas in the Village primarily occupied by varied dwelling types of moderate density (approximately 14 to 28 dwelling units per acre), and to accommodate areas planned for new residential development of moderate density.

§ 155.1402 PERMITTED USES.

   The following uses are permitted in the R-4 Multiple-Family Residence District:
   Multi-family dwelling buildings, three or more dwellings per structure.

§ 155.1403 CONDITIONAL USES.

   The following uses may be allowed as conditional uses in the R-4 Multiple-Family Residence District:
   (A)   The conditional uses as are permitted in the R-1 District except that religious institutions are permitted as conditional uses regardless of the location of the zoning lot within the R-4 District;
   (B)   Mobile home parks.
   (C)   Group Home, Type 2.

§ 155.1404 LOT SIZE REQUIREMENTS.

    With the exception of the planned unit developments, a separate ground area, herein called the zoning lot, shall be designated, provided and continuously maintained for each structure containing a permitted use or conditional use.

§ 155.1405 YARD REQUIREMENTS.

   Except as otherwise hereinafter provided, the space resulting from the following setbacks (yard requirements) shall be open and unobstructed:

   * Plus one foot for each two feet by which the building or structure height exceeds 35 feet.
   (C)   Accessory Uses. The yard requirements of the principal uses shall apply to their accessory buildings except for garage, private swimming pools and tennis courts, toolhouses, sheds, and other similar buildings for storage of domestic supplies as applied to single-family dwellings shall be located not less than three feet from the nearest side or rear property line and 50 feet from the front property line.

§ 155.1406 BUILDING LIMITATIONS; MAXIMUM FLOOR AREA RATIO.

   (A)   Permitted Uses.
      (1)   Cultural institutions shall have a maximum floor area ratio of 0.75.
      (2)   Residential structures shall have a maximum floor area ratio of 1.50.
      (3)   All structures used for permitted uses other than cultural institutions and residential structures shall have a maximum floor area ratio of 1.00.
      (4)   The maximum building height of buildings shall be two stories or 30 feet, whichever is less. However, a building that is part of a conditional use may have a maximum building height of four stories or 60 feet, whichever is less. However, the maximum height of the main structure of a church, synagogue or other house of worship [steeples and towers on such structures are exempt from any maximum height regulation] shall not exceed 65 feet.
   (B)   Conditional uses shall be regulated on the basis of a maximum floor area ratio of 1.00.
   (C)   Accessory Uses. In the R-4 Multiple-Family Residence District, the floor area of accessory buildings shall be included in the total allowable floor area permitted on the zoning lot, as specified for the principal uses in subsections (A) and (B) above; however, any floor area devoted to off-street parking, or loading facilities shall be exempt from floor area ratio requirements.
   (D)   Lot Coverage. The maximum lot coverage shall be seventy-five percent (75%). For all impervious surfaces where brick pavers are used instead of concrete or asphalt, the Director of Community Development is authorized to allow an increase in maximum lot coverage of an amount less than or equal to twenty-five percent (25%) of the allowable impervious square footage for those areas which could have been covered with concrete or asphalt.
