ARTICLE XV

C-1 NEIGHBORHOOD CONVENIENCE DISTRICT

§ 155.1501 PURPOSE.

   The C-1 Neighborhood Convenience District is designed for the convenience shopping of persons residing in adjacent residential areas, and to permit only such uses as are necessary to satisfy those basic shopping needs which occur daily or frequently and so require shopping facilities in relative proximity to places of residence.

§ 155.1502 CONDITIONS.

    Uses allowed in the C-1 Neighborhood Convenience District are subject to the following conditions:
   (A)   All business establishments shall be retail or service establishments dealing directly with consumers. All goods produced on the premises shall be sold at retail on the premises where produced.
   (B)   All business, serving or processing, except for off-street parking or loading that is accessory to a zoning lot’s principal use, shall be conducted within completely enclosed buildings.
   (C)   Establishments of the "drive-in" type offering goods or services directly to customers waiting in parked motor vehicles are not permitted.
   (D)   The parking of trucks as an accessory use, when used in the conduct of a permitted business listed hereafter in this Section shall be limited to vehicles of not over one and one-half tons in capacity when located within 75 feet of a residence district boundary line. Any parking of trucks on land adjacent to residential property shall be screened therefrom by a wall, fence or densely planted compact hedge not less than five nor more than eight feet in height.
   (E)   Screening of objectionable views. 
      (1)   Reasonable visual privacy shall be provided for exposed storage areas, machinery installations, and trash or garbage containers as to prevent their being incongruous with the existing environment and neighboring public or private property. Complete concealment using methods including but not limited to, fencing, barriers, and/or landscaping installed in accordance with the provisions of this chapter will be required for the protection and the privacy of the enclosure’s contents as well as the aesthetic enhancement of property.
      (2)   Lighting installed upon a building, structure, sign, or within any other fixture shall be shielded so as to prohibit light trespass upon a neighboring property or the public thoroughfare. It shall be unlawful to maintain light levels greater than one foot-candle at any time of day as measured at the curb line.

§ 155.1503 PERMITTED USES.

    The following uses are permitted in the C-1 Neighborhood Convenience District:
   (A)   Barbershops;
   (B)   Beauty parlors;
   (C)   Candy and ice cream stores;
   (D)   Clothes and pressing establishments;
   (E)   Drugstores;
   (F)   Dry cleaning and laundry receiving stations, processing to be done elsewhere;
   (G)   Food stores, grocery stores, meat markets and delicatessens;
   (H)   Hardware stores;
   (I)   Launderettes, automatic, self-service only, or hand laundries;
   (J)   Museums;
   (K)   Offices, business or professional;
   (L)   Restaurants, which do not include entertainment, dancing and serving of alcoholic beverages;
   (M)   School supply stores;
   (N)   Shoe, clothing and hat repair stores;
   (O)   Signs as authorized and regulated by Chapter 154 of the New Millennium Code of the Village of Schiller Park, as amended, and as may be further amended from time to time hereafter;
   (P)   Telephone booths and coin telephones;
   (Q)   Wearing apparel shops; and
   (R)   Accessory uses incidental to and on the same zoning lot as a principal use allowable in this C-1 Neighborhood Convenience District, including but not limited to off-street parking and loading facilities as permitted or required in accordance with the provisions of this Chapter.

§ 155.1504 CONDITIONAL USES.

    The following uses may be allowed as conditional uses in the C-1 Neighborhood Convenience District:
   (A)   Package liquor and party supply stores;
   (B)   Planned developments, business;
   (C)   Restaurants, including the service of alcoholic beverages, entertainment and dancing – but excluding adult entertainment cabarets;
   (D)   Taverns, cocktail lounges and bowling lanes; and
   (E)   Accessory uses, incidental to, and on the same zoning lot as a principal use.

§ 155.1505 LOT SIZE REQUIREMENTS.

    In the C-1 Neighborhood Convenience District there shall be provided not less than 3,000 square feet of lot area for each business establishment. In addition a minimum lot width of 25 feet shall be required in this district.

§ 155.1506 MINIMUM YARD REQUIREMENTS.

   (A)   Rear Yard. Twenty feet.
   (B)   Side Yard. Ten feet when adjacent to a residential district.
   (C)   Front Yard. Twenty-five feet.

§ 155.1507 FLOOR AREA RATIO.

   In the C-1 Neighborhood Convenience District, floor area ratio shall not exceed 2.0.
