Requirements for Attached Single-Family Dwellings

All attached single-family dwelling units where allowed by Chapter 10.28 shall meet the following standards unless otherwise regulated within this code.

The purpose of this section is to regulate the establishment of attached single-family dwelling units within the residential zoning district of the city of Selah as provided for in Table 10.28A.

10.23.010 Purpose.

All attached single-family dwelling units where allowed by Chapter 10.28 shall meet the following standards unless otherwise regulated within this code.

The purpose of this section is to regulate the establishment of attached single-family dwelling units within the residential zoning district of the city of Selah as provided for in Table 10.28A. (Ord. 2046, § 2 (Exh. A), 2018.)

10.23.020 Application requirements and processing for attached single-family dwellings.

(a) Review Process. Attached single-family dwellings shall generally follow the Class 1, 2, or 3 use application process of Title 21, as determined by Table 10.28A.

(b) Application Requirements.

(1) Applications for an attached single-family dwelling shall include a reproducible architectural rendering, showing size, scale, massing and elevations of the subject structure, which incorporate a minimum of four of the below architectural elements. Furthermore, the applicant shall furnish a narrative which shall be circulated to the surrounding property owners and public explaining which architectural elements were chosen and how the elements render the dwelling units architecturally diverse from one another, but in character and compatible with the surrounding neighborhood.

(A) The face of the two dwelling units are offset from one another by a minimum of four feet;

(B) Each half of the structure may incorporate a different building face and/or orientation to the public street (i.e., structures on corner lots);

(C) Each attached single-family structure may incorporate one-story construction on one side and two-story construction on the other, and/or incorporate split entry into one or more of the dwellings;

(D) Each side of the attached single-family dwelling should have a distinct entry to both dwellings which does not mirror the other half;

(E) Each side of the attached single-family dwelling should incorporate a front porch rather than a stoop;

(F) Garage access may be from the rear of the lot or alley;

(G) Each side of the attached single-family dwelling may have differing roof styles (hip versus mansard, etc.);

(H) Each side of the attached single-family dwelling may have varying roof and soffit heights;

(I) Each side of the attached single-family dwelling should have different siding which architecturally blends with the opposite side of the structure;

(J) Each side of the attached single-family dwelling may have differing door and windows shape and style;

(K) Each side of the attached single-family dwelling may incorporate varying architectural elements such as canopies, trellises and trim work;

(L) The colors of each side of the structure shall vary from one another, but shall blend with the opposite side of the structure and the surrounding neighborhood;

(M) A raised planter four feet in width in between the driveways with view obscuring plants;

(N) Structures having a garage facing the public right-of-way may incorporate different garage doors either single or double car;

(O) Attached single-family dwelling units where the garages are the common point of attachment, the dwellings should have a minimum of eight feet between the two units' garage doors.

(2) The administrative official shall circulate a notice of application for the Class 2 or 3 review, which includes the architectural rendering and narrative, for a fourteen-day public comment period to surrounding property owners in accordance with Title 21 prior to issuance of the administrative official's decision or recommendation in the case of a public hearing. 10.23.030 Required standards for attached single-family dwellings.

(a) Each side of an attached single-family dwelling must be architecturally diverse from the opposite dwelling with varying roof design, siding, and windows so as to appear as an individual single-family home connected through a common wall.

(b) Attached single-family dwellings must also have an architectural design that is consistent and compatible with the surrounding dwellings and neighborhood.

(c) All attached single-family dwellings must incorporate a two- or three-car garage (carports are strictly prohibited).

(d) All attached single-family dwellings must incorporate either an offset or differing orientation of the two dwelling units.

(e) Any brick, stone or false brick or stone used on the face of the building shall return two feet around and beyond the corner.

(f) Each dwelling unit shall be individually connected to the city of Selah's municipal water and sewer system. (Ord. 2046, § 2 (Exh. A), 2018.)
