(a)
The applicant shall submit with the application a certified survey of the intended property division prepared by a licensed land surveyor showing the following:
(1)
Existing and proposed lot lines;
(2)
Distances to all existing structures from proposed lot lines;
(3)
Existing structures and improvements such as driveways and sidewalks;
(4)
Proposed private utility easements, if necessary when a service line crosses property boundaries;
(5)
Date of field survey;
(6)
Title block which shall include:
a.
The name of the project;
b.
The property owners with address and phone numbers;
c.
The deed book and page number of affected property;
d.
Current zoning;
e.
The name of preparer including address and telephone number;
f.
The date of any revision.
(b)
General lot split requirements and restrictions.
(1)
No additional buildable tract shall be created by the division of property.
(2)
No portion of the lot to be attached to an adjacent lot shall have an existing structure on it.
(3)
The property to be divided shall have been previously platted and such plat shall have been recorded in the office of the county clerk.
(4)
Existing sidewalks and other improvements, as applicable, shall be extended across the entirety of the resulting lot.

(a)
The applicant for a minor subdivision shall submit the following:
(1)
Application form and checklist provided by the development services department;
(2)
A nonrefundable application fee;
(3)
A legal description of entire tract and the subdivided lots;
(4)
A certified survey prepared by a registered land surveyor showing the following:
a.
Existing and proposed lot lines;
b.
Existing structures and improvements such as driveways and sidewalks;
c.
Existing utility mains including a description of size and type;
d.
Any proposed private utility easements (required when a service line crosses property boundaries);
e.
Date of survey;
f.
The title block shall include:
1.
The name of project;
2.
The property owners with address and phone number;
3.
The deed book and page number of affected property;
4.
Current zoning;
5.
The name of preparer including address and telephone number;
6.
The dates of any revisions.
(b)
Whenever property to be subdivided or any portion thereof is part of a minor subdivision that was approved within one year preceding the date of application, a preliminary and final plat of said property shall be prepared and submitted to the planning commission and city council in accordance with the requirements contained herein.

(a)
The plan for a commercial minor subdivision shall, in addition to the submittals required for a final PUD plan, include the following:
(1)
A certified survey prepared by a licensed land surveyor, showing the entire parcel to be divided;
(2)
Current zoning designation;
(3)
An accurate description of the extent of the property division, including the location of boundaries.
(b)
In addition to the plan, a typewritten and electronic/digital copy of the legal description of the individual lots of the property divided shall be submitted. Any easement, right-of-way, and other common public area/amenity shall be granted by separate instrument.

Documents containing declarations establishing and conveying unit ownership in accordance with 60 O.S. §§ 514 and 516 shall be submitted to the development services director for review and approval. Once approved, such documents shall be filed of record in the office of the county clerk in accordance with said statutes.

(a)
A preliminary plat shall be prepared for submission to the planning commission. All preliminary plat applications shall include:
(1)
Completed application and checklist on the appropriate form furnished by development services department;
(2)
A nonrefundable application fee which is on file in the city clerk's office;
(3)
Complete AutoCAD plan drawings for inclusion in GIS system;
(4)
Six copies of a 24-inch by 36-inch plat map drawn at a scale of 50 or 100 feet to one inch.
(5)
Preliminary drainage study.
(6)
Traffic impact analysis (for any proposed development that can be reasonably expected to generate more than 1,000 vehicle trip ends during a single day and/or more than 100 vehicle trip ends during a single hour).
(b)
The following information shall be shown on the preliminary plat submitted at the time of application:
(1)
The scale, north point, and date.
(2)
The proposed name of the subdivision.
(3)
The name and address of the owner of record, the subdivider, and the registered engineer/licensed land surveyor.
(4)
A vicinity map showing the location of the proposed subdivision referenced to existing arterial streets for a distance not less than one mile surrounding the subdivision boundaries.
(5)
The names, current zoning, and location of intersecting boundary lines of adjoining subdivisions, including blocks, lot numbers and plat numbers, and the location of city limits within 75 feet of the subdivision boundaries.
(6)
The contours of land within 25 feet of the subdivision boundaries, or to a greater distance as may be required to reveal influencing features or features influenced by the proposed development. Contours are to be those of the land as it exists at the time the application is submitted with vertical intervals not greater than two feet referenced to a United States Geological Survey or Coast and Geodetic Survey benchmark or monument.
(7)
The location of existing driveways, curb cuts, buildings, ponds, lakes, streams, creeks, and easements within 50 feet of the subdivision boundaries.
(8)
The location of dedicated rights-of-way, improved streets, and railway lines adjacent to or within 75 feet of the subdivision boundaries.
(9)
The length of the boundaries of the tract, measured to the nearest foot, and the proposed location and width of rights-of-way and easements, and the proposed location and size of lots, blocks and outlots.
(10)
The location, size and type of existing sanitary and storm sewers, water mains, culverts, power and natural gas lines and other surface and subsurface structures and pipe lines within a minimum of 50 feet of the subdivision boundaries and the proposed location, layout, type and proposed size of the following:
a.
Water mains.
b.
Sanitary sewer mains.
c.
Storm sewers, culverts and drainage facilities.
d.
Street improvements.
e.
Lift stations.
(11)
The full street name as defined in section 23-81 and classification of every street within or adjacent to the subdivision in accordance with the intended use of the street based on the proposed design. The classification shall be shown in parentheses.
(12)
The following items associated with oil or gas drilling or producing operations and existing within 200 feet of the subdivision boundaries:
a.
Location and dimensions of the drilling and/or production site including walls, structures, tank batteries, and oil, gas or water lines.
b.
Location and dimension of all existing vehicular entrances, exits and drives.
c.
Location and size of all existing mud pits.
(13)
Location of the 100-year floodplain, floodway and the base flood elevation as shown on the current effective FEMA flood insurance rate map (FIRM) or as modified by a FEMA approved LOMR or LOMA.
(14)
Legal description of the proposed subdivision, including the acreage and the number of lots proposed in the subdivision.
(15)
The area of each lot, outlot, and the public ground in square feet rounded to the nearest square foot, in table format as part of the plat submittal.

Signature block for the planning commission certification.
(17)
Signature block of the preparer of the preliminary plat.

No plat or other land subdivision instrument shall be filed in the office of the county clerk until it is approved by the planning commission and the city council as hereinafter set forth. All final plats shall be filed within two years of the date of approval by the city council.

(a)
A final plat shall be prepared for submission to the planning commission and city council for approval. All final plat applications shall include:
(1)
Completed application and checklist on the appropriate form furnished by development services department;
(2)
A nonrefundable application fee;

(4)
Six copies of the plat map, a 24-inch by 36-inch plat drawn at a scale of 50 or 100 feet to one inch;

The final plat shall show the following:
(1)
The scale, north point and date.
(2)
Title, including:
a.
The name of subdivision with phase and section number. Amended final plats that have been previously approved shall have the phrase "replat of" before the subdivision name along with a description of the portion of the original plat being replatted.
b.
The name of city, county, and state.
c.
The location of the subdivision referenced to section, range, and township.
(3)
The location and description of all section corners and permanent survey monuments in or near the tract to at least two of which the subdivision shall be referenced. Reference, based upon State Plane Oklahoma North with NAD83 datum, may be by separate digital submission once final plat is ready for recording.
(4)
The length of all required lines dimensioned in feet and decimals thereof, and the value of all required true bearings dimensioned in degrees, minutes and seconds as hereafter specified.
(5)
The boundary lines of the land being subdivided and the location of all subdivisions, and rights-of-way, immediately adjacent to the perimeter of the subdivision.
(6)
The lines of all proposed rights-of-way and easements fully dimensioned by lengths and bearings.
(7)
All curves including rights-of-way and property lines shall be labeled with a number or alphabetical letter. The curve data labeled with matching numbers or alphabetical letters shall be shown on the plat in tabular form.
(8)
The full name of all proposed streets as defined in section 23-81.
(9)
The centerline and width of all rights-of-way.
(10)
The lines of all proposed lots fully dimensioned by lengths and bearings, except where a lot line is parallel with a block line, the bearing may be omitted.
(11)
The lines of all proposed outlots or public grounds fully dimensioned by lengths and bearings. Public grounds shall be labeled as such. Outlots shall be labeled with the word "Outlot" followed by a consecutive lettering system starting with the letter A.
(12)
The blocks numbered consecutively throughout the entire subdivision and the lots numbered consecutively throughout each block.
(13)
The location, width, and purpose (i.e., drainage, utility, pedestrian, etc.) of all proposed easements with dimensions to be dedicated with the plat.
(14)
Statement dedicating any right-of-way, easements, or land to be used for streets, alleys, ways, commons or other public areas to the "City of Stillwater, Oklahoma, a municipal corporation," in accordance with 11 O.S. § 41-109.
(15)
Signature blocks containing the following shall be included on the approved final plat prior to filing with the county clerk:
a.
Signed owner's certificate and dedication.
b.
Licensed professional engineer or registered land surveyor's certificate, signed and sealed.
c.
Certificate for release of mortgage for any portion dedicated to the public.
e.
Certification of planning commission approval.
f.
Certification of city council approval.
g.
County treasurer certificate.
