20.36

Enforcement.

(1)

The city council hereby designates the zoning administrator to enforce this chapter by means of land use permits, the cost of which shall be established by the city council.

(2)

The zoning administrator shall not issue a permit for a structure or a use that is not allowed by this chapter. No structure shall be built, moved or altered, and no land use shall be substantially altered, until a land use permit has been issued, except that no permit shall be required for farm structures that are not intended to shelter humans.

(3)

Applications for any land use permit shall be accompanied by a plan showing the location, size and shape of the lot(s) involved, including street right-of-way lines, alleyways, public walkways and any other public property abutting the lot(s), and of any proposed structures, and the existing and proposed use of each structure and lot, and such other information as may be necessary to enforce these regulations, and, in the case of residential development, the number of families expected to be accommodated.

In any district where public sewerage service is not available, the width and area of all lots shall be sufficient to permit the use of an on-site sewage disposal system designed in accordance with ILHR 85, Wis. Adm. Code, and no permit shall be issued until a sanitary permit is obtained from the Door County Sanitarian.

(5)

Under rules established by the city council, the zoning administrator may issue temporary permits of up to one year's duration.

(6)

In any district where public right-of-way exists, but a travelable street has not been developed, no permits for building purposes shall be issued until written certification, signed by the city engineer, is filed with the zoning administrator stating that a travelable street to serve the property will be developed within 90 days of date of certification.

This chapter may also be enforced as provided in section 20.37 of this chapter.
