The zoning district classification of all territory annexed by the city shall be determined as follows. The annexation ordinance shall temporarily designate the zoning classification of the annexed area, such classification to be referred to the city plan commission for recommendations. The city plan commission shall base its recommendations on the proposed use of the annexed territory, the zoning classification of adjacent territories and any zoning or land use recommendations contained in the comprehensive plan or other plans. Definite zoning boundaries and regulations shall be recommended by the city plan commission to the city council for adoption so that such adoption, if approved by the city council, can be completed within 90 days of the filing of the annexation petition.
