16 - RURAL RESIDENTIAL—R3 ZONE
Sections:
The intent of this chapter is to provide for lower density rural development that will lessen conflicts between higher density urban development and existing agricultural production in outlying areas of town. The R3 zone is further intended to allow a mix of uses comprised of commercial agriculture, farming, and low density residential uses and development.

A.
All uses permitted pursuant to the R1 zone, including, but not limited to:
1.
Single-family dwellings consisting of a residential home built to current building codes or a new manufactured home or new modular home conforming to the development standards specified in Section 17.16.060. One dwelling per lot.
2.
In-home day care licensed by the state of Washington for no more than twelve (12) children after obtaining a city of Tieton business license.
3.
In-home foster care and group care facilities licensed by the Washington State Department of Social and Health Services for no more than four individuals.
B.
Agricultural uses and subordinate structures and equipment, including sale on the premises of products grown and harvested on individual property sites.
C.
A notation shall be placed on the face of the plat indicating that the lot is situated in an agricultural area and is, therefore, subject to use of farm equipment, wind machines and other noise, dust, smoke, odors and the application of chemicals resulting from usual and normal practices associated with nearby agricultural uses.

All accessory uses and structures permitted pursuant to the R1 Zone;
B.
All accessory uses and structures and equipment necessary for agriculture, horticulture, and harvesting of crops.

Certain uses may have detrimental effects on surrounding properties unless conditioned to lessen or eliminate adverse effects. Such uses are classified as conditional uses and require conditional use permits. The following uses may be permitted as conditional uses:
A.
Government uses and structures including parks, community centers, libraries, fire and police stations;
B.
Home occupations;
C.
Hospitals and health clinics including nursing homes;
D.
Public and private schools;
E.
Utility facilities including substations, reservoirs, and water towers;
F.
Churches;
G.
Veterinary clinics;
H.
Day care facilities for more than twelve (12) children;
I.
Foster care homes and group care facilities for more than four individuals.

A.
Minimum lot size: .5 acre.
B.
Minimum lot width: one hundred (100) feet.
C.
Minimum lot depth: one hundred twenty (120) feet.
D.
Maximum percent of lot coverage: forty (40) percent.
E.
Minimum front yard setback: twenty-five (25) feet.
F.
Minimum side yard setback: seven feet.
G.
Minimum rear yard setback: twenty (20) feet.
H.
Maximum building height: thirty-five (35) feet.
I.
Minimum floor area of dwelling not including basement or attic space: nine hundred (900) square feet.

The following signs shall be permitted provided they are not illuminated:
A.
One name plate for each dwelling unit not to exceed six square feet;
B.
One sign pertaining to the sale or lease of property not to exceed eight square feet;
C.
One temporary sign advertising the sale of land or subdivision not to exceed forty (40) square feet and be set back a minimum ten (10) feet from the property line;
D.
One sign advertising the sale of agricultural products not to exceed twenty-five (25) square feet in size and set back at least ten (10) feet from any property line.
