CHAPTER 17

32 - MOBILE—MANUFACTURED HOMES/MOBILEHOME PARKS/RV PARKS

17.32.010 - Mobilehomes/manufactured homes.

Where permitted, in addition to compliance with all provisions pursuant to the zone in which it is located, mobile/manufactured homes on lots shall comply with the following requirements:

A.

Comply with federal manufactured housing standards evidenced by a seal of housing and urban development certification affixed to the exterior of the structure;

B.

Have permanent weather and fire-resistant skirting installed enclosing all area between the lower edge of the outside walls and the ground;

C.

Are sited in accordance with the uniform building code and Yakima County building permit center specifications;

D.

Have permanent steps affixed to all exits;

E.

Removal of towing tongue;

F.

Manufactured homes shall be no more than ten years of age from the day they are sited.

17.32.020 - Mobilehome parks.

In addition to conditions of approval which may be imposed by the town, the following standards shall be required of all mobilehome parks:

A.

Shall contain not less than eight hundred forty (840) square feet of living space enclosed within the walls;

B.

Mobilehome parks shall contain a minimum eight lots of no less than three thousand six hundred (3,600) square feet per lot. Boundaries of the lots shall be defined and permanently marked. Signs identifying the park shall be limited to one sign not exceeding ten square feet of area;

C.

Each park shall provide an access right-of-way to a public street in conformance with town construction specifications and suitable for public dedication. Dead-end roadways shall include a cul-de-sac designed with a minimum radius of fifty-two (52) feet;

D.

A minimum of ten percent of the gross area of the mobilehome park shall be devoted to improved open space for recreational purposes;

E.

Mobilehome parks shall have an area designated for storage of vehicles other than automobiles;

F.

Electrical distribution system and telephone service systems to each lot shall be underground except for outlets and risers at each individual lot;

G.

All parks shall provide safe and adequate means for the collection and removal of solid waste. Racks or holders shall be provided for all refuse containers or a centrally located dumpster shall be provided at the property owner's expense;

H.

Each lot shall be furnished with adequate town sewer and water service;

I.

A sight obscuring and noise buffering hedge, fence, or wall a minimum of six feet in height, or a planning commission approved alternative, shall be placed and maintained on the perimeter of mobilehome parks;

J.

A space number shall be assigned to each mobilehome and be clearly displayed;

K.

Mobilehomes shall be set back a minimum five feet from any designated lot line;

L.

Each lot shall be within three hundred (300) feet of a town approved fire hydrant.

17.32.030 - Recreational vehicle parks.

In addition to conditions of approval which may be imposed by the town, the following standards shall be required of all recreational vehicle parks:

A.

Recreational vehicle parks shall provide an area large enough for a minimum of five designated individual recreational vehicle spaces clearly defined with visible space numbers. Signs identifying the park shall be limited to one sign not exceeding eight square feet of area.

B.

Minimum designated recreational vehicle space size shall be one thousand five hundred (1,500) square feet having a minimum width of twenty-five (25) feet measured from the most narrow point of the space.

C.

Any and all construction, required or otherwise, shall be in compliance with town construction specifications.

D.

Town water, a waste disposal station and a garbage dumpster shall be provided within all recreational vehicle parks.

E.
