ARTICLE VII

R-1 Low-Density Residential Zoning District.

§ 460-36 Specific intent.

It is the purpose of this zoning district to provide an area for low-density residential development, mobile home parks, certain regulated agricultural activities and certain other nonresidential activities.

§ 460-37 Uses permitted by right.

Land and buildings in an R-1 District may be used for the following purposes and no others unless a special exception, as provided for in § 460-38 of this Part 1, is granted:
A. 
Single-family detached dwelling.
B. 
Home occupation, subject to § 460-88 of this Part 1.
C. 
Park, playground or similar noncommercial recreation area owned and operated by a public or private nonprofit agency.
D. 
General agriculture, subject to § 460-98 of this Part 1.
E. 
Accessory uses to the above permitted uses.
F. 
Telecommunication antennas and telecommunications buildings attached to existing structures as provided for in § 460-97 of this Part 1.
G. 
No-impact home-based business.
H. 
Forestry, subject to § 460-101.

§ 460-38 Uses permitted by special exception.

The following uses are permitted when special exceptions are granted by the Zoning Hearing Board. Standards to be used in determining whether a special exception should be granted are found in § 460-121 of this Part 1:
A. 
Church or similar place of worship, subject to:
(1) 
Minimum front, rear and side yards shall be 50 feet.
B. 
Nursery school, elementary school, middle school, junior high school or senior high school.
C. 
Offices of doctors, dentists, surgeons and similar medical personnel.
D. 
Nursing home, retirement home or convalescent home, subject to:
(1) 
Minimum front, rear and side yards shall be 50 feet.
E. 
Mobile home park, subject to:
(1) 
The minimum area of a mobile home park shall be five acres.
(2) 
When the mobile home park is served by either a public, private, or community sewage disposal system and by either a public, private, or community water supply system, there shall be a maximum gross density of five dwelling units per acre, the minimum area of a mobile home lot shall be 5,000 square feet, the minimum lot width at the street line shall be 30 feet, and the minimum lot width at the building setback line shall be 40 feet. Where individual on-lot sewage disposal and/or water supply is used, each mobile home shall be placed on a lot which shall meet the requirements of § 460-39 of this Part 1.
(3) 
Not less than 15% of the total area of the mobile home park shall be devoted to recreation areas for the use of all residents of the park. Provision shall be made by the owner of the mobile home park for the development, installation and perpetual maintenance of such recreation areas.
(4) 
The minimum allowable distance between any mobile home, service or accessory building, or parking facility and a boundary line of the mobile home park shall be 30 feet, provided that no mobile home shall be located closer than 50 feet to any street located outside the boundary lines of the park. No mobile home shall be located closer than 25 feet to any street located within the boundary lines of the mobile home park. The minimum allowable distance between any mobile home and another mobile home, service or accessory building, or common parking facility shall be 30 feet.
(5) 
Two off-street parking spaces shall be provided for each mobile home.
(6) 
The limits of each mobile home lot shall be clearly marked on the grounds by permanent stakes, survey markers or other suitable means.
(7) 
An evergreen planting screen shall be placed along all boundary lines of the mobile home park separating the mobile home park from adjacent properties and/or streets. The screen shall be a year-round screen which shall be maintained permanently. Plant material which does not live shall be replaced within one year. The screen shall screen the structures and uses on the property on which it is located from the view of people on adjacent properties and/or streets. The distance between planting materials shall be such that a full screen will be provided. The permissible distance between plantings will vary with the species of plants utilized in the screen.
(8) 
All applicable requirements of the Pennsylvania Department of Environmental Protection shall be complied with.
F. 
Accessory uses to the above permitted uses.

§ 460-39 Area, yard and height requirements.

A. 
Maximum permitted.
(1) 
Building height: 35 feet.
(2) 
Lot coverage: 25%.
(3) 
Paved area: 10%.
B. 
Minimum requirements.

Lot size: one acres.
(2) 
Lot width:
