ARTICLE IX

C-1 Recreation-Commercial Zoning District

§ 460-46 Specific intent.

It is the purpose of this zoning district to provide an area in which a variety of recreational and commercial uses may locate, and to recognize areas where a nucleus of such a mix of uses now exists.

§ 460-47 Uses permitted by right.

Land and buildings in a C-1 District may be used for the following purposes and no others unless a special exception, as provided for in § 460-48 of this Part 1, is granted:
A. 
Club or lodge.
B. 
Recreation area, including and limited to: park, picnic ground, playground, community or nature center, putting green, miniature golf course, hiking or bicycling trail, boating, fishing or swimming area.
C. 
Indoor place of amusement or recreation, excluding adult business and adult establishment.
D. 
Accessory uses to the above permitted uses.
E. 
Telecommunications antennas attached to existing structures and telecommunication equipment buildings as provided for in § 460-97 of this Part 1.
F. 
Cemetery.
G. 
Forestry, subject to § 460-101.

§ 460-48 Uses permitted by special exception.

The following uses are permitted when special exceptions are granted by the Zoning Hearing Board. Standards to be used in determining whether a special exception should be granted are found in § 460-121 of this Part 1.
A. 
Travel trailer parks or campgrounds.
(1) 
Travel trailer park or campground, subject to:
(a) 
All requirements of Title 28, Chapter 19, Organized Camps and Campgrounds, Pa. Code., as amended, shall be complied with.

(b) 
The minimum area of a travel trailer park or campground shall be five acres.
(c) 
There shall be a maximum of 15 travel trailer or tent sites per acre.
(d) 
Each trailer or camping site shall be a minimum of 30 feet wide and have a minimum area of 2,000 square feet. No space shall be occupied so that a portion of a travel trailer or tent, including awning or other accessory attachment, shall be within 10 feet of any portion of any other travel trailer, tent or building.
(e) 
Each trailer or camping site shall have at least 30 feet of frontage on a road contained within the travel trailer park or campground.
(f) 
No travel trailer or tent shall be located within 30 feet of the boundary lines of the travel trailer park or campground.
(g) 
All certificates of use and occupancy issued by the Township shall be issued for a period of one year. Renewal shall be according to the same requirements and procedure as made and provided for in § 460-111 for the issuance of the original certificate of use and occupancy.
(2) 
Prior to the issuance or renewal of a certificate of use and occupancy, the owner of a travel trailer park shall permit the Zoning Officer to conduct an inspection of the travel trailer park in addition, the owner of a travel trailer park or campground shall file with and receive approval by the Township Supervisors of a set of Travel Trailer Park Regulations. Such regulations shall prescribe, but not be limited to, such controls as maximum term of occupancy of a travel trailer or tent site by an individual tenant; temporary or seasonal storage of travel trailers; policing to control noises and activities that might endanger the life, safety or general welfare of other occupants and other owners and/or occupants of adjacent properties.
Upon due notice, the Township Supervisors may revoke a certificate of use and occupancy for failure by the owner of a travel trailer park or campground to enforce such regulations and the same shall not be reinstated or renewed until satisfactory guarantees of future enforcement are provided.
B. 
Accessory uses to the above permitted uses.

§ 460-49 Area, yard and height regulations.

A. 
Maximum permitted.
(1) 
Building height: 35 feet.
(2) 
Building coverage: 35%.

Paved area: 65%.
B. 
Minimum requirements.
(1) 
Lot size: one acre.
(2) 
Lot width:
(a) 
At street line: 150 feet.
(b) 
At building setback line: 150 feet.
(3) 
Building setback line: 40 feet.
(4) 
Improvements setback line: 10 feet.
(5) 
Distance between highway access points: 75 feet.
(6) 
Side yard:
(a) 
Total: 40 feet.
(b) 
One side: 20 feet.
(7) 
Area not paved or covered by buildings: 20%.
(8) 
Rear yard: 40 feet.
