ARTICLE VIII

R-2 Medium-Density Residential Zoning District

§ 460-41 Specific intent.

It is the purpose of this zoning district to provide an area for residential development at low to medium densities, depending upon the availability of public, private, or community sewer and water facilities. Lot sizes may be decreased and apartments and townhouses constructed when public, private, or community sewer and water facilities are utilized.

§ 460-42 Uses permitted by right.

Land and buildings in an R-2 District may be used for the following purposes and no others unless a special exception, as provided for in § 460-43 of this Part 1, is granted:
A. 
Single-family detached dwelling.
B. 
Single-family semidetached dwelling.
C. 
Home occupation, subject to § 460-88 of this Part 1.
D. 
Park, playground, or similar noncommercial recreation area, provided such are area is owned and operated by a public or private nonprofit agency, or a homeowners' association.
E. 
Apartments and townhouses, subject to:
(1) 
The development shall be served by public, private, or community sewage disposal and water supply facilities.
(2) 
The minimum amount of land in the development shall be five acres.
(3) 
The overall density of the development shall not exceed eight dwelling units per acre.
(4) 
The maximum building height shall be 35 feet.
(5) 
Not less than 20% of the total area of the development shall be permanently set aside for noncommercial common space purposes, such as park, recreation or conservation of natural features. The common open space areas shall be suitable for the designated purpose and contain no structure or parking facility except as related to and incidental to the common open space uses. Common open space areas may be reserved for private use or may be offered for dedication to the Township. For land which is not dedicated to and accepted by the Township, written agreements satisfactory to and approved by the Township Supervisors shall be made for the perpetual preservation and maintenance of the undedicated common open space areas.
(6) 
A system for pedestrian circulation throughout the development shall be provided.
(7) 
The maximum length of an apartment building shall be 165 feet.
(8) 
The total number of townhouses within a continuous grouping shall not exceed eight.
(9) 
No apartment building or townhouse shall be located within 50 feet of a property line of the development.
(10) 
No apartment building shall be located within 40 feet of another dwelling.
(11) 
A townhouse shall be located at least 40 feet from any dwelling which is not in the same row of townhouses.
(12) 
No townhouse shall be located within 30 feet of any street right-of-way line.
(13) 
No apartment building shall be located within 40 feet of any street right-of-way.
(14) 
No more than 25% of the total area of the development shall be covered by buildings.
(15) 
No more than 25% of the total area of the development shall be paved.
(16) 
Exterior storage areas for trash and rubbish shall be completely screened from view on three sides and all trash and rubbish shall be contained in airtight, verminproof containers.
(17) 
Common parking areas shall not be designed or located to require cars to back into streets in order to leave the parking areas. All dead-end parking lots shall provide adequate areas for which cars parked in the end stalls of the lots to back into.
(18) 
Common parking areas and access drives shall be located a minimum of 20 feet from all structures and from the exterior lot lines of the development. Common parking areas shall be a minimum of 15 feet from all street rights-of-way.
(19) 
Entrance and exit ways to parking areas shall have a minimum width of 12 feet for each lane of traffic entering or leaving the areas.
(20) 
In the case of townhouses for sale where the sale of land with the townhouse will not be limited to the land actually covered by the townhouse, the following regulations shall apply to the townhouse lot:
(a) 
Minimum lot width: 18 feet.
(b) 
Minimum lot size: 2,000 square feet.
(c) 
Minimum rear yard: 25 feet.
(d) 
Minimum side yard (end of row): 20 feet.
(21) 
Parking areas shall be designed to prevent through traffic to other parking areas. No more than 60 parking spaces shall be accommodated in any one parking area and all parking areas shall be landscaped.
(22) 
Entrances to and exits from common parking areas shall be located a minimum of eight feet from the point of intersection of the nearest street curblines.
(23) 
All common parking areas and all access drives serving the parking areas shall be paved.
F. 
Accessory uses to the above permitted uses.
G. 
Youth athletic activities under the direction and control of nonprofit organizations.
H. 
Telecommunications antennas and telecommunications equipment buildings attached to existing structures as provided for in § 460-97 of this Part 1.
I. 
Agriculture, subject to § 460-98 of this Part 1.
J. 
Forestry, subject to § 460-101.

§ 460-43 Uses permitted by special exception.

The following uses are permitted when special exceptions are granted by the Zoning Hearing Board. Standards to be used in determining whether a special exception should be granted are found in § 460-121 of this Part 1.
A. 
Church or similar place of worship, subject to:
(1) 
Minimum front, rear and side yards shall be 50 feet.
B. 
Nursery school, elementary school, middle school, junior high school or senior high school.
C. 
Offices of doctors, dentists, surgeons and similar medical personnel.
D. 
Accessory uses to the above permitted uses.
E. 
No-impact home-based business.

The area, yard and height regulations for the R-2 Medium-Density Residential Zoning District are included as an attachment to this chapter.
