The erection and/or placement of any structure in the public right-of-way or on City property by any person, or group other than the City of Wayzata, Hennepin County, Metropolitan Public Agency or the State of Minnesota, shall require the processing of a conditional use permit in accordance with Chapter 904 of this Ordinance.

As a condition of approval for the erection or placement of a structure in the public right-of-way, or on City property by any party other than a governmental unit, the applicant shall be required to sign a contract with the City that holds harmless the City of Wayzata for any potential liability and shall demonstrate to the City proof of adequate liability insurance.
