The B-3 Districts shall be located with access to collector or arterial roadways.

Yard requirements in the B-3 District are as follows:
(a) Minimum front yard depth: 40 feet
(b) Minimum rear yard depth: 15 feet
(c) Minimum side yard depth: 15 feet (25 feet on sides adjacent to a Residence District)

Off-street parking and loading facilities shall be provided and screened as specified in Chapter 1163.

1152.06 PERMITTED USES.
A building or lot within the B-3 District may be used for only the following purposes:
(a) Medical and dental offices.
(b) Administrative, executive, financial, insurance, real estate, accounting, legal, clerical, design, engineering and architectural offices.
(c) Public and semi-public uses.
(d) Accessory buildings, provided that such shall not be located in any required yard nor exceed 25 feet in height.
(e) Nursing, assisting living or convalescent facilities.

1152.07 OUTDOOR STORAGE AND SIGNS.
(a) No outdoor storage of any material, usable or waste, shall be permitted, except as provided in Section 1152.11.
(b) On-site outdoor advertising shall be governed by Chapter 1165; provided, however, that:
(1) No pole signs shall be permitted; and
(2) Ground signs shall not exceed five feet in height, above the finished grade beneath the sign.

1152.08 SCREENING.
All side and rear yards in the B-3 District abutting residentially zoned land shall be screened therefrom as required in this section. Such screening shall be aesthetically attractive, compatible with the surrounding residential properties and be an effective year- round screen. The sole use of deciduous trees and shrubs is not acceptable for screening purposes. Acceptance for such screening purposes are plantings of spruce, pine, fir or hemlock in sizes sufficient to provide effective screening at the time of planting. Arborvitae (thuja) is not acceptable for permanent screen planting. Planting shall be so arranged as to provide both immediate effective screening and adequate space for development at maturity. Where plant material is used, a growing strip at least six feet in width, measured perpendicular to the lot line, shall be provided. The surface o the growing strip may not be paved or covered over with any material impervious to the free passage of either air or water. Also acceptable for screening purposes are walls or fences constructed of wood products, brick, stone or precast concrete shapes other than blocks, subject to the approval of the Code Enforcement Officer.

1152.09 FENCES AND HEDGES.
In addition to any fencing or screening which may be required by Section 1152.08, fences or hedges may be placed in rear yards, provided that they do not exceed seven feet in height and do not unsafely obstruct the view of pedestrian or vehicular traffic.

(a) All trash, refuse and waste materials shall be stored in dumpsters or other containers and shall be screened by an opaque fence, landscaping, earth berm or other suitable opaque enclosure. The average height of the enclosure shall be two feet more than the height of the container, but shall not be required to exceed eight feet in height.
(b) All trash, refuse and waste materials shall be removed at least weekly.
