CHAPTER 1163

Off-Street Parking and Unloading

1163.01 OFF-STREET PARKING REQUIRED.

   In all zoning districts, off-street parking for the storage or parking of motor vehicles for the use of occupants, employees and/or patrons of any building or structure erected, enlarged or altered in use shall be provided and maintained in accordance with the provisions of this chapter.

1163.02 DRIVEWAY SPECIFICATIONS; CURB CUTS.

   (a)   Driveways serving single-family residences shall be not less than nine feet and not more than twenty feet in width at the curb, excluding the curve radius. Such driveways shall also be not closer than two feet from any property line.
   (b)   Driveways in Multiple-Family, Commercial and Business Districts shall be not less than twelve feet and not more than thirty-five feet in width at the curb, excluding the curve radius.
   (c)   Driveways in Industrial Districts shall be not less than fifteen feet and not
more than forty-eight feet in width at the curb, excluding the curve radius.
   (d)   Driveways serving multiple-family, commercial, business and industrial uses shall be not closer than one foot from any property line.
   (e)   For the purpose of minimizing the interference of traffic and congestion, the number of curb cuts shall be limited along major or arterial streets. Such curb cut intersections shall be spaced at least 600 feet apart. Access to abutting properties fronting on major streets shall be provided by a frontage or service road connecting to the curb cut intersection. These requirements may be adjusted by the Code Enforcement Officer, provided that the developer has submitted a traffic study performed by a qualified engineer, which study proves that such variance is necessary for the proper flow of traffic entering and leaving the proposed use while at the same time not impeding the movement of traffic flow along said major street.
   (f)   Driveways connecting to a street shall be paved with asphalt or concrete according to the City Engineer's standards.
   (g)   Driveways connecting to an alley may be stone, constructed according to the City Engineer's standards.

1163.03 PARKING LOT STANDARDS.

   (a)   Access drives or aisles serving internal parking areas shall be at least twelve feet in width to service one-way vehicular traffic, and at least twenty-four feet in width to service two-way vehicular traffic.
   (b)   Each parking space, unless herein provided, shall be a minimum of 162 square feet in area, exclusive of driveway area or aisle, and shall be at least nine feet in width and eighteen feet in length.
   (c)   Compact car spaces shall be a minimum of 140 square feet in area and motorcycle parking spaces shall be a minimum of seventy-two square feet in area.
   (d)   Parking facilities may be located within any required yard, but shall be no closer than six feet from any property or right-of-way line.
   (e)   Parking lots or areas shall have protective curbing or a bumper block around the perimeter of the lot.
   (f)   Parking lots shall be designed so that all vehicles leaving the facility will be travelling forward to approaching traffic, and so that all maneuvering into and out of each parking space takes place entirely within property lines of the parking area.
   (g)   All lighting used to illuminate any parking area shall be arranged so as to reflect the light away from any premises located in a Single-Family Residence District.
   (h)   All spaces shall be adequately marked, and all markings shall be maintained in such a manner so as to be readily visible at all times.
   (i)   Parking lots shall be graded for proper drainage and paved with asphalt or concrete.

1163.04 SPECIFIC OFF-STREET PARKING REQUIREMENTS

   (a)   The number of off-street parking spaces to be provided shall not be less than as follows:

   (b)   The following rules shall govern the determination of spaces required:
      (1)   "Floor area" means the gross floor area of the specified use.
      (2)   Fractional numbers shall be increased to the next whole number.
      (3)   Expansion or change of use in any building shall result in an increase in the number of spaces required. The increase in the spaces required shall be based on the increased number of employees, beds or seats, the increase in floor area, or the increased number of residential units, as applicable, and not on the total existing usage. In the event the expansion or change of use involves existing parking spaces, such change shall not reduce parking available for the existing use below the minimum requirements established by this chapter.
      (4)   Where more than one use is located in the same building, each individual use shall be in accordance with the requirements of this section.
      (5)   Up to one percent of the required spaces may be substituted with motorcycle parking spaces, and up to five percent may be substituted with compact car parking spaces.
   (c)   Two or more nonresidential uses may jointly provide and use parking space when their hours of operation do not normally overlap, provided that a written agreement, approved by the Law Director and accepted by the Building and Zoning Board of Appeals, shall be filed with the application for a zoning certificate.
   (d)   Parking spaces may be located on a lot other than that containing the principal use, with the approval of the Building and Zoning Board of Appeals.
   (e)   Driveways may be computed as part of the required parking spaces for a residential use, provided that the driveway serves an individual single-family unit or a two-family unit.

1163.05 LOADING/UNLOADING SPACE REQUIREMENTS.

   (a)   In any Business or Industrial District, there shall be provided at least one off- street space for the loading and unloading of goods or merchandise for the first 10,000 square feet of gross floor area, and one additional space for each additional 15,000 square feet of gross floor area or fraction thereof.
   (b)   Each loading/unloading space shall be at least twelve feet in width and thirty- five feet in length.
   (c)   All required loading/unloading spaces shall be located on the same lot as the use served.
   (d)   All loading/unloading spaces shall be so designed and constructed that all maneuvering can take place entirely within the property lines of the premises. Such loading/unloading spaces shall be so located as not to hinder the free movement of pedestrians and vehicles over a sidewalk, street, road, highway or deeded right-of-way.
   (e)   All loading/unloading spaces shall be paved with asphalt or concrete.
