1170.02 PROPERTY LINES.
Establishing or locating the correct property line is the responsibility of the owner and not of the City of Willard. A survey by a licensed surveyor is recommended.

1170.03 RESIDENCE DISTRICTS.
The following shall apply in all Residence Districts:
(a) Fences or hedges may not exceed three and one-half feet in height in the required front yard.
(b) Fences may not exceed six feet in height in the required side yard adjacent to the main building and projected to the required front yard.
(c) Fences may not exceed seven feet in height in any other location on a lot except for fences required for sports facilities (tennis courts, etc.). (See Attachment A, Diagram A for illustration).
(d) No fence, structure or planting shall be built or maintained in such a manner that visibility is obstructed from intersecting streets or alleys within a triangle clear area. This triangle clear area shall be formed with legs of fifteen (15) feet measured from the intersections of right-of-way lines. (See Attachment A, Diagram B for illustration).
(e) No fence, fence wall or barrier shall be built so as to be nearer to the line of any street, lane, alley or public ground than two feet.

1170.04 FENCE TYPES AND CONSTRUCTION.
(a) Chain link fences shall be constructed of materials specifically designed by fence manufacturers for such use. Fences will have top rails between supporting posts, and caps on end or corner posts. Fence posts shall be placed on the inside of the property lien of the owner erecting the fence. Agricultural wire fences, such as chicken or hog wire fences, are not permitted.
(b) Wood fences shall be constructed with boards made of material which is new or is determined to be as structurally sound as new material. Plywood, particle board, OSB or other sheet material is prohibited for fence facing.
(c) Composite or vinyl fencing shall be constructed of materials designed by fence manufacturers for such use.
(d) Masonry fences or walls shall be of brick, decorative block, pre- cast reinforced or cast in place concrete, and erected on approved footings and foundations.

(a) The finished face of any fence or wall shall face the outside of the permit holder’s property with the visible posts or supports located on the inside of the fence or wall, unless the fence is so constructed that both sides of the fence are the same or the posts are located between panels of fencing.
(b) Fences shall be firmly connected to the posts sunk in the soil at least three feet or more as necessary to properly support the fence.
(c) All fences constructed or reconstructed shall be made of materials and in a manner aesthetically compatible with the neighborhood as interpreted by the Code Enforcement Officer or his designee.
(d) Fences shall not contain electrification, barbed wire, razor wire, spikes, nails, or other sharp pointed instruments affixed, placed upon or allowed to exist in any manner attached to a fence or part of a fence.
