CHAPTER 25

ARTS AND CULTURE COMMISSION

25.01 ARTS AND CULTURE COMMISSION CREATED.

   An Arts and Culture Commission (hereinafter referred to as the Commission) is hereby created to advise the Council on needed public art. The Commission shall oversee City programs and aid in the creation of new programs for the leisure time of the City’s residents.

25.02 TERM.

   Members of the Commission shall be appointed by the Mayor, with the approval of the Council at the organization Council meeting each year, for a term of two years with staggered terms, whereby not more than four terms shall expire in any one year. The Commission shall consist of seven citizens of the City of legal age. Two unexcused absences, or three total absences from regularly scheduled meetings in any one calendar year are grounds for dismissal from the Commission.

25.03 QUALIFICATION.

   The members shall be appointed on the basis of experience or interest in the arts.

25.04 CONDUCT OF BUSINESS.

   The Commission shall, at its first meeting in January of each year, elect one of its members as Chairperson and such other officers as the Commission shall deem necessary to conduct its business. The Commission shall adopt such rules as it deems necessary to conduct its business and duties as required by this chapter. The Commission meetings shall be conducted pursuant to the rules adopted by the Commission and in the event of a specific rule not being adopted by the Commission, Robert’s Rules of Order Revised shall apply. The Commission shall keep a record of all transactions and proceedings and submit copies to the Council promptly.

25.05 COMPENSATION.

   There shall be no compensation attached to the office of the Arts and Culture Commission member and all services performed by said Commission member shall be rendered without compensation therefore.

25.06 POWERS AND DUTIES.

   The jurisdiction of the Commission shall consist of the incorporated City limits. The Commission shall have and exercise, without request, the powers and duties set out herein, but the Council shall have final authority of said powers and duties. They are:
   1.   Make recommendations to the Council for the provision of an environment in which arts will flourish within the corporate limits of the City;
   2.   Promote Fine Arts Month during the month of March;
   3.   Review the appropriate placement of purchased, commissioned, or donated public art work in public areas where residents and visitors live and congregate, and that are highly visible and accessible;
   4.   Establish public arts donation guidelines and related review process.

25.07 LIAISON OFFICER.

   A liaison officer will be supplied from the Council who will forward all recommendations of the Arts and Culture Commission to either the Mayor or Council for their consideration.
