CHAPTER 66

LOAD AND WEIGHT RESTRICTIONS

66.01 TEMPORARY EMBARGO.

   If the Council declares an embargo when it appears by reason of deterioration, rain, snow, or other climatic conditions that certain streets will be seriously damaged or destroyed by vehicles weighing in excess of an amount specified by the signs, no such vehicles shall be operated on streets so designated by such signs.

66.02 PERMITS FOR EXCESS SIZE AND WEIGHT.

   The City Engineer may, upon application and good cause being shown, issue a special permit in writing authorizing the applicant to operate or move a vehicle or combination of vehicles of a size or weight or load exceeding the maximum specified by State law or the City over those streets or bridges named in the permit which are under the jurisdiction of the City and for which the City is responsible for maintenance.

66.03 LOAD LIMITS UPON CERTAIN STREETS.

   When signs are erected giving notice thereof, no person shall operate any vehicle with a gross weight in excess of the amounts specified on such signs at any time upon any of the following streets or parts of streets:

66.04 LOAD LIMITS ON BRIDGES.

   Where it has been determined that any City bridge has a capacity less than the maximum permitted on the streets of the City, or on the street serving the bridge, the City Engineer may cause to be posted and maintained signs on said bridge and at suitable distances ahead of the entrances thereof to warn drivers of such maximum load limits. No person shall drive upon said bridge any vehicle weighing, loaded or unloaded, in excess of such posted limit.

66.05 TRUCK ROUTES.

   Truck route regulations are established as follows:
   1.   Truck Routes Designated. Every motor vehicle weighing 10 tons or more, when loaded or empty, having no fixed terminal within the City or making no scheduled or definite stops within the City for the purpose of loading or unloading shall travel over or upon the following streets within the City and none other:

      A.   1 st Avenue N from Interstate 80 to Adventureland Drive.
      B.   1 st Avenue S from 8 th Street to the south City limits.
      C.   8 th Street SE and SW within the City limits.
      D.   25 th Street NW within the City limits.
      E.   34 th Avenue NW from the north City limits to Hubbell Avenue NE.
      F.   Adventureland Drive NE from 1 st Avenue N to its eastern terminus.
      G.   Adventureland Drive NW from Hubbell Avenue NE to Tallgrass Parkway NW.
      H.   Hubbell Avenue NE within the City limits.
      I.   Interstate 80 within the City limits.
      J.   US 65 within the City limits.
   2.   Deliveries Off Truck Route. Any motor vehicle weighing 10 tons or more, when loaded or empty, having a fixed terminal, making a scheduled or definite stop within the City for the purpose of loading or unloading shall proceed over or upon the designated routes set out in this section to the nearest point of its scheduled or definite stop and shall proceed thereto, load or unload, and return by the most direct route to its point of departure from said designated route.

   3.   Employer’s Responsibility. The owner or any other person employing or otherwise directing the driver of any vehicle shall not require or knowingly permit the operation of such vehicle upon a street in any manner contrary to this section.

   4.   Exceptions. The restrictions imposed by Section 66.05(1) hereof do not apply to the following:
      A.   Emergency Vehicles. The operation of emergency vehicles upon any street within the City.
      B.   Public Utilities. The operation of trucks owned or operated by the City, or any contractor or material men, while engaged in the repair, maintenance, or construction of streets, public improvement, or street utilities in the City.
      C.   Buses. The operation of any school bus or public bus upon any street in the City.
      D.   Detoured Trucks. The operation of trucks upon any officially established detour in any case where such trucks could lawfully operate upon the street for which such detour is established.
