Every driver of a motor vehicle on a street shall drive the same at a careful and prudent speed not greater than nor less than is reasonable and proper, having due regard to the traffic, surface and width of the street and of any other conditions then existing, and no person shall drive a vehicle on any street at a speed greater than will permit said driver to bring it to a stop within the assured clear distance ahead, such driver having the right to assume, however, that all persons using said street will observe the law.

   The following speed limits are established in Section 321.285 of the Code of Iowa and any speed in excess thereof is unlawful unless specifically designated otherwise in this chapter as a special speed zone.

   1.   Business District – 20 MPH.

   2.   Residence or School District – 25 MPH.

   3.   Suburban District – 45 MPH.

   A speed in excess of 15 MPH in any public park, cemetery, or parking lot, unless specifically designated otherwise in this chapter, is unlawful.

   In accordance with requirements of the Iowa Department of Transportation, or whenever the Council shall determine upon the basis of an engineering and traffic investigation that any speed limit listed in Section 63.02 is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place or upon any part of the City street system, the Council shall determine and adopt by ordinance such higher or lower speed limit as it deems reasonable and safe at such location. The following special speed zones have been established:

   1.   Special 25 MPH Speed Zones. A speed in excess of 25 MPH is unlawful on any of the following designated streets or parts thereof.

      A.   1 st Avenue N/S from 8 th Street SE/SW to a location 150 feet south of 2 nd Street NW.

      B.   1 st Street E from 1 st Avenue to 3 rd Avenue SE.

      C.   2 nd Avenue SE from 1 st Street E to 4 th Street SE.

      D.   2 nd Avenue SW from 3 rd Street SW to 8 th Street SW.

      E.   2 nd Street NW from 5 th Avenue NW to 1 st Avenue N.

      F.   2 nd Street SE from 1 st Avenue S. to 2 nd Avenue SE.

      G.   3 rd Avenue SE from 1 st Street E to 9 th Street SE.

      H.   3 rd Avenue SW from 3 rd Street SW to 8 th Street SW.

      I.   3 rd Street SW/SE from 3 rd Avenue SW to 2 nd Avenue SE.

      J.   4 th Street SW/SE from 5 th Avenue SW to 2 nd Avenue SE.

      K.   5 th Avenue NW/SW from 2 nd Street NW to 13 th Street SW.

      L.   5 th Avenue SW from Driftwood Drive SW to 17 th Avenue SW.

      M.   8 th Avenue SE from 8 th Street Place SE to 8 th Street SE.

      N.   9 th Street NE from 1 st Avenue N. to 2,980 feet east.

      O.   9 th Street NW from 1 st Avenue N. to dead end located 1,100 feet west.

      P.   11 th Street NW from Shriners Parkway to road end located 430 feet east.

      Q.   12 th Street NE from 1 st Avenue N to the dead end located 230 feet east.

      R.   17 th Avenue NW from Adventureland Drive NW to the dead end located 225 feet north.

      S.   17 th Avenue SE from 8 th Street Place SE to 9 th Street SE.

      T.   20 th Avenue NW from Hubbell Avenue to road end located 1,300 feet north of 25 th Street NW.

      U.   21 st Street NW from 34 th Avenue NW to 20 th Avenue NW.

      V.   23 rd Avenue NW from Adventureland Drive NW to road end located 340 feet north.

      W.   25 th Avenue SW from 8 th Street SW to 10 th Street SW.

      X.   28 th Avenue SW from 8 th Street SW to 10 th Street SW.

      Y.   31 st Avenue SW from 8 th Street SW to road end located 1,260 feet north.

      Z.   36 th Avenue SW and NW from 8 th Street SW to Hubbell Avenue.

      AA.   Bass Pro Drive NW from Prairie Crossing NW to Adventureland Drive NW.

      BB.   Birch Lane from 8 th Street SW to 36 th Avenue SW.

      CC.   Center Place SW from 8 th Street SW to 5 th Avenue SW.

      DD.   Northridge Circle NE from Adventureland Drive NE to road end located 1,130 feet north.

      EE.   Prairie Crossing NW from Hubbell Avenue to Bass Pro Drive NW.

      FF.   Prairie Fire NW from Prairie Crossing NW to 34 th Avenue NW.

      GG.   Prairie Meadows Drive from 8 th Street SW to Adventureland Drive NW.

      HH.   Shriners Parkway from Adventureland Drive NW to 11 th Street NW.

      II.   Tallgrass Parkway NW from Hubbell Avenue to Adventureland Drive NW.

      JJ.   Venbury Drive SW from 8 th Street SW to 13 th Street SW.

   2.   Special 30 MPH Speed Zones. A speed in excess of 30 MPH is unlawful on any of the following designated streets or parts thereof.

      A.   11 th Avenue NE from Adventureland Drive NE to the southern extent of the road.

      B.   21 st Street NW from 34 th Avenue NW to 20 th Avenue NW.

   3.   Special 35 MPH Speed Zones. A speed in excess of 35 MPH is unlawful on any of the following designated streets or parts thereof.

      A.   1 st Avenue S from 8 th Street SE/SW to 250 feet south of 36 th Street SE/SW.

      B.   8 th Street SE from 14 th Avenue SE to Venbury Drive SW.

      C.   9 th Street NE from 14 th Avenue NE (also known as County NE 80 th Street) to 2,300 feet west of 14 th Avenue NE.

      D.   14 th Avenue SE from 1,280 feet north of 8 th Street SE to Lake Shore Drive SE.

      E.   17 th Avenue (also known as NE 64 th Street) from the north limits of the street to the south City limits.

      F.   20 th Avenue NW from 25 th Street NW to Hubbell Avenue.

      G.   34 th Avenue SW/NW (also known as NE 56 th Street) from the south City limits to 1,000 feet south of 21 st Street NW.

      H.   36 th Street SW/SE from 6 th Avenue SW to 580 feet east of 1 st Avenue S.

      I.   Adventureland Drive from east City limits to west City limits.

      J.   Edwin W Skinner Parkway from 1 st Avenue South to the east City limits.

      K.   Ziegler Drive NW from Hubbell Avenue to the south end of the road.

   4.   Special 40 MPH Speed Zones. A speed in excess of 40 MPH is unlawful on any of the following designated streets or parts thereof.

      A.   1 st Avenue North from 11 th Street NW to a location 150 feet south of 2 nd Street NW.

   5.   Special 45 MPH Speed Zones. A speed in excess of 45 MPH is unlawful on any of the following designated streets or parts thereof.

      A.   1 st Avenue N from 11 th Street NW to Interstate 80.

      B.   1 st Avenue S from 250 feet south of 36 th Street SE/SW to the south City limits.

      C.   8 th Street SE from 14 th Avenue SE to the east City limits.

      D.   8 th Street SW from the west City limits to Venbury Drive SW.

      E.   14 th Avenue SE from Lake Shore Drive SE to the south City limits.

      F.   25 th Street NW (also known as County NE 62 nd Avenue) from the west City limits to the east City limits.

      G.   34 th Avenue NW from 1,000 feet south of 21 st Street NW to 25 th Street NW (also known as County NE 62 nd Avenue).

      H.   50 th Avenue NW (also known as NE 46 th Street) from 25 th Street NW to the south end of the street.

   6.   Special 50 MPH Speed Zones. A speed in excess of 50 MPH is unlawful on any of the following designated streets or parts thereof.

      A.   14 th Avenue (also known as NE 80 th Street) from 1,280 feet north of 8 th Street SE to the north City limits.

      B.   36 th Street SE from 580 feet east of 1 st Avenue S. to 14 th Avenue SE (also known as NE 80 th Street).

      C.   NE Hubbell Avenue from the west City limits to 1,100 feet north of Adventureland Drive NW.

   7.   Special 55 MPH Speed Zones. A speed in excess of 55 MPH is unlawful on any of the following designated streets or parts thereof.

      A.   NE Hubbell Avenue from the northern I-80 exit ramp to the north City limits.

      B.   NE Hubbell Avenue from the west City limits to 1100 feet north of Adventureland Drive NW.

      C.   1 st Avenue South from 1,030 feet south of 36 th Street to the south City limits.

      D.   36 th Street SE from 580 feet east of 1 st Avenue S to 14 th Avenue SE (also known as NE 80 th Street).

      E.   14 th Avenue (also known as NE 80 th Street) from 1,280 feet north of 8 th Street SE to the north City limits.

   A person shall not drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation, or in compliance with law.

   On the following through streets or on streets or portions thereof designated in the following subsections, any speed in excess of the speed limit specifically provided is unlawful when official signs have been erected giving notice of the authorized speed, and when stop or yield signs have been erected at the entrances thereto. The maximum speed limits permitted in the following subsections are not applicable in established school districts at such locations and times as approved by the Council and when the Traffic and Transportation Director has caused variable display school speed limit signs and beacons to be erected and illuminated.

   1.   A special 25 MPH speed limit when flashing on 17 th Avenue SW from 900 feet north of 3 rd Street SW to 400 feet south of 4 th Street SW both north and southbound.

   2.   A special 25 MPH speed limit when flashing on 1 st Avenue S from 100 feet north to 100 feet south of the Clay Elementary property for both northbound and southbound traffic.
