   New structures intended primarily for human occupancy must be certified by the owner or builder as being energy efficient before they can be provided with gas or electric service. A statement by the owner or builder must be furnished to the Zoning Administrator before a building permit is issued. (Editor’s Note: See Appendix for form to be used for this purpose.)
