ARTICLE 16B

RECREATIONAL VEHICLE PARKS

Statement of intent. The purpose of these requirements is to accommodate recreational vehicle parks operated in a safe and healthful manner. Residents in a recreational vehicle park may reside only in recreational vehicles as defined in the Brunswick County Zoning Code, and not tents or other types of shelter, and only on a temporary basis as set forth in this article. Recreational vehicle parks may be established by conditional use permit procedures pursuant to section 1-3 of this zoning ordinance.

16B-1.- Where permitted.

The development of recreational vehicle parks is allowed within any established agricultural district, A-1 subject to the provisions of this ordinance and the issuance of a conditional use permit by the board of supervisors. The owners and operators of such parks shall comply with the following:

16B-2. - Use regulations.

Structures to be erected or land to be used shall be for the following uses:

16B-2-1. Recreational vehicle park, with a conditional use permit.

16B-2-2. Reserved.

16B-2-3. Reserved

16B-2-4. Accessory uses, as defined, except that no accessory building will be closer than ten feet from any property line of the project.

16B-2-5. Public utilities, with a conditional use permit.

16B-2-6. Business signs, with a conditional use permit. A sign advertising the rent of the premises upon which such sign is erected is exempt.

16B-3. - Area regulations.

16B-3-1. The minimum permitted area for uses in a recreational vehicle park shall be [one] contiguous acre[s]. Additional land may be added to an existing development if it is adjacent thereto and forms a logical addition to the existing development, and is under the same ownership or control.

16B-3-2. The procedure for an addition shall be the same as if an original application were filed.

16B-4. - Lot regulations.

16B-4-1. The minimum lot size per recreational vehicle shall be 1,800 square feet. Each recreational vehicle lot shall abut upon a street located within the boundaries of the recreational vehicle park.

16B-4-2. The minimum width for each recreational vehicle lot shall be at least 60 feet.

16B-4-3. No recreational vehicle shall be placed within 25 feet of another.

16B-4-4. No recreational vehicle shall be placed less than 25 feet from the recreational vehicle park boundary.

16B-4-5. No recreational vehicle shall be placed less than 15 feet from any interior streets, walks, or common areas.

16B-4-6. Every recreational vehicle shall be located on a separate lot in the recreational vehicle park. No more than two licensed vehicles and one recreational vehicle shall be located on any recreational vehicle lot. All such vehicles shall have current registration and license plates issued by a state department of motor vehicles or similar agency. Tires and wheels may not be removed from any vehicles or recreational vehicles, provided, however that a truck camper may be mounted on jacks on a temporary basis.

16B-4-7. Each lot shall have a gravel base, an asphalt pad or a concrete pad on which the recreational vehicle allowed for that lot shall be placed. No permanent blocking or underpinning of a recreational vehicle is allowed. Temporary skirting and vehicle mounted jacks are allowed.

16B-5. - Rental required and limited in time.

Recreational vehicle lots shall not be sold but shall be rented by the day, week or month, and the occupant or occupants of a recreational vehicle lot shall not reside in the same recreational vehicle park for more than 180 days in any 12 month period.

16B-6. - Markers for recreational vehicle lots.

Every recreational vehicle lot shall be clearly defined on the ground by permanent markers. There shall be posted and maintained in a conspicuous place on each lot a number corresponding to the number of each lot, as shown on a site plan, as required in article 27 of this ordinance.

16B-7. - Height regulations.

16B-7-1. The maximum height of any recreational vehicle shall be [18] feet.

16B-7-2. The maximum height of any building or structure other than a recreational vehicle shall be [35 feet or 2½ stories].

16B-9. - Solid waste disposal.

The storage of refuse in the recreational vehicle park shall be so conducted as to create no health hazard, rodent harborage, insect breeding areas, accident or fire hazards or air pollution. All refuse shall be stored in containers, which shall be located in reasonable proximity to the recreational vehicle lots they serve. Containers shall be provided in sufficient number and capacity to properly store all refuse.

16B-10. - Screening.

Fences, walls or vegetative screening shall be provided where needed along the edges of a recreational vehicle park to protect residences from undesirable views, lighting, noise or other off-street influences.

16B-11. - Registration of occupants and recreational vehicles.

Every owner or operator of a recreational vehicle park shall maintain a register containing a record of all recreational vehicle units and occupants. Such register shall be available to the county zoning administrator or any other authorized agent inspecting the recreational vehicle park. This register shall contain: (a) the names and permanent addresses of all recreational vehicle unit occupants; (b) the make, model and license number.

16B-12. - Streets.

All recreational vehicle parks shall be provided with safe and convenient vehicular access from an abutting public road to each unit space. Alignment and gradient shall be properly adapted to topography. Surfacing and maintenance of all roads and parking areas shall provide a smooth, all-weather surface which shall be well drained and dust free.

16B-12-1. Ingress and egress of a unit shall be at a single point which provides circulation to all unit spaces in the recreational vehicle park. The point of ingress and egress shall be designed to minimize congestion and hazards and to allow free movement of traffic on adjacent roads. A registration office shall be located between the entrance to the recreational park and any structure (excluding signs) service facility or access to unit space in the recreational vehicle park for control of ingress and egress.

16B-12-2. All weather roads, preferably one-way with adequate width to accommodate anticipated traffic, shall meet the following minimum road requirements

16B-12-3. Each recreational vehicle park provide sufficient parking and maneuvering space so that parking, locating or maneuvering of units incidental to parking shall not necessitate the use of any public road, sidewalk or right-of-way or any private grounds not part of the recreational vehicle park.

16B-13. - Utility systems.

16B-13-1. All recreational vehicle parks shall be served by public water and sewer systems or central water and sewer systems where public systems are not available. These systems must be approved by the Virginia Department of Health and the County zoning administrator. The water system serving each lot must provide potable water and all recreational vehicles shall utilize freeze proof faucets.

16B-13-2. Each lot must be service by an electrical hookup providing not less than 30 amps.

16B-14. - Site plan requirements.

Prior to the commencement of any type of construction work pertaining to a recreational vehicle park, the owner or developer of that property shall meet the requirements of article 27 of this ordinance.

16B-15. - Off-street parking.

Off-street parking, as required by section 1-5 of this ordinance.
