04 - PURPOSE AND TITLE
A.
Authority. In accordance with authority granted to the city by Title 15, Article 6, of the Wyoming Statutes, 1977, and amendments thereto, the city has established this Title 17 to the city's code for the promotion of the health, safety, and general welfare of the community in accordance with the comprehensive plan.
B.
Purpose. The purpose of this title is to lessen congestion in the streets; secure safety from fire and other danger; promote health and general welfare; provide adequate light and air; prevent the over-crowding of land; avoid undue concentration of population; facilitate adequate provisions for transportation, water, sewerage, schools, parks, and other public requirements; and, foster preservation of historical sites. All reports and studies which have been adopted as policy by the council shall be applied to the district under consideration in the implementation of this document. These regulations have been made with reasonable consideration, among other things, to the character of the district and its particular suitability for particular uses, with a view to conserving and improving the living quality of buildings, and encouraging the most appropriate use of land throughout the city. It is further the intent of this title to encourage the use of active and passive solar energy throughout the districts provided for in this chapter. It is also the intent of this title for the commission to conduct an annual public hearing on a date near the anniversary of the adoption of this title for the purpose of receiving public comment on the title. The commission shall then prepare recommendations for any amendments to the title and present them to city council. The city council will then conduct a public hearing to consider the proposed amendments to the title.

Title. This title shall be known, referred to and cited as the zoning ordinance, and will hereafter be referred to as "title."
