16 - ESTABLISHMENT OF ZONING DISTRICTS
A.
Pursuant to Wyoming Statutes Section 15-1-601, the governing body has divided the city into the following districts for the purpose of regulating and restricting the erection, construction, reconstruction, alteration, repair, or use of buildings, structures, or land:
FC, Major flood channels and river banks
AG, Urban agriculture
R-1, Residential estate
R-2, One unit residential
R-3, One to four unit residential
R-4, High density residential
R-5, Mixed residential
R-6, Manufactured home (mobile) park
ED, Educational district
PUD, Planned unit development
PH, Park historic
HM, Hospital-medical
C-1, Limited business
C-2, General business
C-3, Central business
C-4, Highway business
M-1, Limited industrial
M-2, General industrial
HO, Historic overlay
SMO, Soil management overly
OYDSPC, Old Yellowstone District and South Poplar Street Corridor Form-Based Code

The location and boundaries of the zoning districts established by this section are set forth on the zoning district map of the city, which was originally adopted by Ordinance Number 7-78, Section 40-30. Said map, as amended by subsequent ordinances, with all notations, references, and other information shown thereon, is incorporated herein and made a part of this title by this reference. The map or a copy thereof shall be kept on file in the office of the city clerk or planning director.

No building, structure, or use is allowed in any zoning district unless such building, structure, or use meets all the requirements of the zoning district in which it is located and otherwise complies with this title, or has been granted an exemption as set forth herein.

In each zoning district, any use not expressly permitted shall be deemed excluded unless said use can be shown to the satisfaction of the commission to be consistent with the intent of the district, in which case it shall grant an exemption pursuant to this title.

Any person who erects, constructs, reconstructs, alters, repairs, converts, maintains, or uses any building, structure, land, or any combination thereof, in any manner which is contrary to the provisions of this title shall be deemed to be in violation of this title.

The planning director shall interpret in writing the zoning district map, or any part thereof, upon request of any person if that person certifies that because of the scale, lack of detail or legibility, there is uncertainty, contradiction, or conflict as to the intended location of any zoning district boundary shown thereon. Any person aggrieved by the interpretation may appeal to the commission. The planning director and/or commission, in interpreting the zoning district map or deciding any appeal, shall apply the following standards:
A.
District boundary lines are intended to follow lot lines, or be parallel or perpendicular thereto, or follow along the centerlines of alleys, streets, rights-of-way, or watercourses, unless such boundary lines are otherwise shown on the map;
B.
Where district boundary lines are indicated as following approximate lot lines, such lot lines shall be construed to be boundary lines.
