The purpose of the PH district is to preserve and maintain, free from other new uses, public parks, parkways, natural areas of high aesthetic value, and historic areas and buildings and to set aside and conserve suitable parklands in accordance with the comprehensive land use plan.

Except as otherwise provided, no new building, structure, or land use shall be erected, structurally altered, or used in a PH district, except for one of the following:
A.
Tool sheds, maintenance facilities;
B.
Public parks, parkways, playgrounds, sports facilities, and other public recreational facilities;
C.
Publicly established greenbelt areas, public golf courses, and cemeteries;
D.
Publicly established historical areas and buildings;
E.
Public utility and public service installations and facilities, excluding business offices and repair and storage facilities;
F.
Schools, public, parochial and private pre-school, elementary, junior and senior high and related educational infrastructure and facilities;
G.
Other uses compatible with the intent of this district as determined by the commission, with the exception of gaming/gambling uses as defined in this title.

Yard Requirements.
1.
No building shall be located less than fifteen feet from the right-of-way of any public road.
2.
Minimum yard between any two buildings on the same or adjacent lots shall be ten feet.
3.
Minimum setbacks for schools shall be zero feet in the front, and zero feet on the sides and rear.
B.
Height Limitations. Maximum height, seventy-five feet
