UNIVERSITY-COLLEGE RESEARCH-PARK DISTRICT
The University-College Research-Park District (UCRPD) is a zoning category designed with a broad mixture of permitted land use types and development standards tailored to meet the needs of a large educational, research complex and its surrounding environment.
Within the core of the district, a user may combine or mix uses to establish or modify a land use pattern provided such uses are consistent with the teaching, research and public service objectives of the institution. At the perimeter of the district or within 100 feet of a public right-of-way, development must follow some of the guidelines, performance standards and minimum standards applicable to other areas of the City zoned for residential, commercial and industrial development.
More restrictive district limitations apply only to preserve compatibility with adjacent land uses outside the district. To this end, the Board of Zoning Adjustment shall review certain uses within a UCRPD. In the alternative, an applicant may register a development plan through the Planning Overlay process and establish a Planned University-College Research-Park District (P-UCRPD). Either approach will allow the attachment of special development standards necessary for unique combinations of UCRPD activities.
Only university-college research-park activities essential to such institution's purpose and mission shall justify a departure from the minimum standards referenced or contained in this chapter.

Within a University-College Research-Park District (UCRPD), no building or premises shall be used and no building shall be erected which is arranged, intended, or designed to be used for other than one or more of the following uses:
(a)
College or university together with usual accessory uses;
(b)
Manufacturing - prototype development or production in which the input of science, technology, research and other forms of concepts or ideas constitute a major element of value added by manufacture;
(c)
Office - administrative, medical, professional or general business;
(d)
Research and development - laboratory, applied and basic, research production.
The following uses shall be permitted within a UCRPD when accessory to a principal permitted use and when operated for faculty, researchers, other employees, students and guests excluding use by the general public:
(a)
Child day care center subject to the requirements of Ohio Revised Code Chapter 5104;
(b)
Dwelling together with usual accessory uses;
(c)
Hotel or motel together with accessory uses including but not limited to a barbershop, beauty parlor, newsstand, restaurant, bar or cocktail lounge;
(d)
Recreation;
(e)
Utility;
(f)
Warehouse.

With a UCRPD, no building or premises shall be used and no building shall be erected which is arranged, intended or designed to be used for one of the following uses as the principal use of a building without the issuance of a special permit by the board of zoning adjustment.
(a)
Commercial recreation.
(b)
Financial institution.
(c)
Fuel/food/service station.
(d)
Restaurant.

Any use established or building erected, which is arranged, intended or designed to be used for a use permitted in the UCRPD and is located within 100 feet of the perimeter of the district or public right-of-way shall comply with the most restrictive standards required by a residential, commercial or industrial district of the Zoning Code which permits such use. Only those standards which can reasonably be applied shall be required, such as setback from public right-of-way, side yard and rear yard adjacent to neighboring property, landscaping and height.
Additional site development regulations requested by the applicant and recommended by the director or the development commission may be included as part of the rezoning and implemented by a planning overlay. Only approved P-UCRPD standards or university-college research-park activities essential to such institution's purpose and mission shall justify a departure from the minimum standards referenced or contained in this chapter.

Any use established or building erected, which is arranged, intended or designed to be used for a use permitted in the UCRPD shall be exempt from the minimum number of off-street parking spaces. However, uses located within 100 feet of the perimeter of the district shall comply with all other parking and loading standards contained in Chapter 3312 of the Zoning Code unless recommended for modification by the director in consultation with the director of public service and/or their designee.

Where applicable, any use established or building erected, which is arranged, intended or designed to be used for a use permitted in the UCRPD shall comply with the performance standards contained in C.C. 3311.15 through 3311.28, inclusive, and 3365.27 through 3365.35, inclusive.
