(a)
The chief of the fire department shall be an appointive officer.
(b)
His duties shall be to attend all fires; to have general charge of the department and assistants at fires, and at other times to see that the department and all apparatus connected therewith is in an efficient and good working condition.

No person, other than a member of the fire department shall drive or operate in any manner a fire truck used by the fire department.

The membership, officers and bylaws of the fire department shall be subject to approval by the city council.
