The planning and zoning commission consists of five (5) members, which shall be appointed by the mayor and approved by the city council. There shall be a chairman of the planning and zoning commission who is elected by the members of the planning and zoning commission. This elected chairman shall be the zoning official of the planning and zoning commission.
The zoning official shall, in connection with his office, have authority to perform the following:
(1) Appear on behalf of the city in all public hearings before the board of adjustment and present facts and information to assist the board of adjustment.
(2) Review and prepare a report on all applications for amendment of applications of development plans submitted to the city. The completed report shall be forwarded to the submitter within fourteen (14) days after receiving the development plans. The report should have the concurrence of the planning and zoning commission.
