No building or structure including fences shall, after the date of passage of this ordinance, be erected, nor shall any building be altered, remodeled, or changed until all necessary permits have been obtained from the City of El Lago in accordance with applicable building, health, fire laws, and ordinances of the City of El Lago.

It shall be the duty of the applicant for such permit to furnish such plans or information as may be required in order that the person or entity responsible for issuing such permit may be reasonably satisfied that the building or structure will comply herewith.
