Multi-Family Residence R-3 District.

(a)

Purpose. The purpose of the Multi-Family Residence (R-3) District is to allow for medium to high density. Multi-family residential uses allows for a greater variety of housing types where adequate public facilities and services exist with capacity to serve development. The R-3 District is composed mainly of areas containing a mixture of single-family, two-family and multi-family dwellings, and open space where similar residential development seems likely to occur. The R-3 District regulations are designed to encourage a suitable neighborhood environment for family life by including among the allowed uses such facilities as schools and for places of religious assembly, and to preserve the openness of the area by requiring certain minimum yard and area standards and usable open space. Mixed residential uses provide flexible minimum lot size and density requirements in order to allow for market and design flexibility while preserving the neighborhood character and permitting applicants to cluster development in order to preserve environmentally sensitive and agricultural land areas. The R-3 District encourages more intensive development, provides a full range of housing choices and promotes a sense of community, urban vitality and the efficient provision of infrastructure.
