The ordinance codified in this chapter is adopted for the purpose of promoting the public health, safety, comfort, order, and general welfare, to conserve and protect the natural and manmade environment, to secure and provide the social and economic advantages resulting from an orderly, planned use of land resources, and to facilitate adequate but economical provisions for public improvement for the citizens of the City, as permitted by the provisions of Chapter 414 of the Code of Iowa, as amended.
