CHAPTER 17

I-2 GENERAL INDUSTRIAL DISTRICT

10-17-1: PERMITTED USES:

The I-2 District is intended and designed to provide areas of the City for carrying on as permitted uses, all manufacturing and industrial activities which conform to the District regulations herein set out, with the exception of a small number of activities which by reason of certain undesirable characteristics are subject to Council approval under a special use permit. Any production, processing, cleaning, servicing, testing, repair or storage of materials, goods or products and any use permitted under the I-1 District is permitted in the I-2 District. (Ord. 10-17-2: SPECIAL USES:

The following uses may be carried on only under a special use permit:
Those uses involving the storage, utilization or manufacture of materials or products which decompose by detonation.
Apartment houses, row houses and similar multiple-family dwellings, provided the yard areas and lot coverage comply with those required in the R-6 Multiple-Family Dwelling District.
Automobile, tractor or other machinery, wrecking and used parts yards provided that any such use must be completely enclosed within a building or a solid painted wall or uniformly painted solid fence, at least twelve feet (12') high or as high as the highest exposed storage.
Boarding or rooming houses, provided the yard areas and lot coverage comply with those required in the R-6 Multiple-Family Dwelling District.
Cement, lime, gypsum, or plaster of paris manufacture.
Distillation of bone, coal or wood.
Fertilizer manufacture, including anhydrous-ammonia and bone grinding.
Garbage, offal, or dead animal reduction or dumping.
Gasoline or other petroleum products, refining or wholesale storage, or asphalt plants.
Glue, size or gelatine manufacture.
Junk, iron, rags or waste paper storage or baling, provided that any such use must be completely enclosed within a building or a solid painted wall or uniformly painted solid fence at least twelve feet (12') high or as high as the highest exposed storage.
Lodging rooms, provided the yard areas and lot coverage comply with those required in the R-6 Multiple-Family Dwelling District.
Soybean or alfalfa processing. (Ord. B-39, 1969; amd. Ord. C-243, 7-5-1995; Ord. C-250, 11-21-1995)

10-17-3: CONDITIONS OF USE:

All uses are subject to the following conditions:
   A.   All uses shall conform to the District restrictions listed in this Section.
   B.   Business, production, processing or storage which takes place within one hundred fifty feet (150') of a residential district shall be completely enclosed with the exception of open storage which may be enclosed by a solid fence of at least eight feet (8') high.
However, open off-street loading facilities and open off- street parking of motor vehicles may be unenclosed throughout the District, except for such screening of parking and loading facilities as may be required under the provisions of Chapter 19 of this Title.
   C.   Sign regulations and parking regulations shall be as specified in Chapters 18 and 19 of this Title, respectively. (Ord. B-39, 1969)

10-17-4: YARD AREAS:

All yard area requirements shall be the same as specified for I-1 Districts. (Ord. B-39, 1969)

10-17-5: DISTRICT REGULATIONS (PERFORMANCE STANDARDS):

Any use established hereafter in any I-2 District must be operated so as to comply with the following requirements:
   A.   Emissions Of Odor, Dust, Smoke: No use shall be established or maintained which by reason of its nature or manner of operation is or may become hazardous, noxious or offensive owing to the emission of odor, dust, smoke, cinders, gas fumes, noise, vibrations, refuse matters or water-carried waste.
   B.   Conflict With Provisions: No use shall be permitted which is in conflict with the provisions of this Code, or the laws of the State of Iowa defining and regulating nuisances 1 . (Ord. B-39, 1969)
   C.   Disposal And Abatement Regulated: In carrying on any use in this District, any disposal of refuse matter or water-carried waste and the abatement of obnoxious or offensive odor, dust, smoke, gas, noise or similar offensive characteristics shall be regulated by Federal Standards or the City nuisance regulations 2 .    D.   Vibrations: Any process or equipment which produces intense earth-shaking vibrations such as are created by heavy drop forges or heavy hydraulic surges shall be set back at least five hundred feet (500') from the property line adjoining an I-2 District, where such setback shall not be mandatory. However, in no case shall such vibrations be allowed to create a gross public nuisance or hazard beyond the property boundaries.
   E.   Glare And Heat: Any operation producing intense glare or heat shall be performed within a completely enclosed building or an approved incinerator and effectively screened in such a manner as not to create a public nuisance or hazard along property boundaries.
   F.   Fire And Explosive Hazards: Fire and explosive hazards shall be controlled as follows:
      1.   Activities involving the storage or manufacture of materials or products which decompose by detonation are not permitted in the I-2 District unless under a special use permit. However, in no case shall such materials or products be stored or manufactured within two hundred feet (200') of the boundary of any other district.
      2.   The storage, utilization or manufacture of materials or products ranging from incombustible to moderate burning as determined by the Zoning Administrator is permitted.
      3.   The storage, utilization or manufacture of materials or products ranging from free to active burning to intense burning as determined by the Zoning Administrator is permitted, provided that within forty feet (40') of the boundary of a residence or business district the following restrictions shall apply:
         a.   All storage, utilization or manufacture of such materials or products shall be within completely enclosed buildings or structures having incombustible exterior walls or fire resistant component walls; and
         b.   All such buildings or structures shall be protected throughout by an automatic sprinkler system complying with standards for installation prescribed by the National Fire Protection Association.
      4.   Materials or products which produce flammable or explosive vapors or gases under ordinary weather temperature shall be permitted in this District, but the handling, storage or manufacture of such material shall be in accordance with local, State and national regulations and shall be approved by the Zoning Administrator.
