CHAPTER 6

RESIDENTIAL DISTRICTS

10-6A-1: PURPOSE:

The purpose of the RS-10 single-family residential district is to provide areas for single-family residential uses of an urban character. It is further intended to provide for other uses which are customarily found with and are not detrimental to single-family residences. The RS-10 district is considered consistent with and designed to implement the provisions of the comprehensive plan for land designated as low density residential or medium density residential on the village land use plan map. 10-6A-2: PERMITTED USES:

Buildings or structures may be erected, altered or used for the following:
   A.   Residential uses.
      Single-family dwellings.
   B.   Institutional uses.
      Places of worship.
   C.   Community service uses.
      Cultural and civic facilities.
      Elementary and secondary schools without residential facilities.
      Governmental administration buildings.
      Police stations and fire stations.
   D.   Recreational uses.
      Country clubs.
      Golf courses.
      Parks and playgrounds.
   E.   Utility uses.
      Minor public and private utilities, including substations, lift stations, water towers and similar uses. (Ord. 96-21, 9-10-1996)

10-6A-3: ACCESSORY USES AND STRUCTURES:

Uses and structures customarily accessory to a permitted use may be allowed. (Ord. 96-21, 9-10-1996)

10-6A-4: SPECIAL USES:

The following uses may be allowed within the RS-10 district subject to the criteria established in section 10-16-4 of this title:
   A.   Planned developments based on the procedures in chapter 11 of this title.
   B.   Childcare centers.
   C.   Residential group homes based on the following criteria:
      1.   The exterior of the structure shall maintain the appearance of a single-family dwelling.
      2.   No proposed residential group home shall be located within six hundred feet (600') of an existing residential group home.
      3.   Other additional reasonable requirements designed to protect the safety and general welfare of adjoining landowners and other residents of the village.
   D.   Use of a dwelling unit as short-term rental property as defined herein. However, no more than fifteen (15) total short-term rental properties shall be allowed within the Village of Glen Carbon regardless of different zoning districts.

10-6A-5: DIMENSIONAL REGULATIONS:

   A.   Lot Standards:
      1.   Minimum lot size: 11,000 square feet.
      2.   Minimum lot width: 95 feet.
      3.   Minimum lot depth: 110 feet.
   B.   Yards:
      1.   Minimum front yard: 25 feet.
      2.   Minimum side yard: 15 feet or 15 percent of the lot width, whichever is greater.
      3.   Minimum rear yard: 25 feet.
   C.   Maximum Building Height: 35 feet.
   D.   Minimum Dwelling Unit Size: 1,100 square feet.
   E.   Minimum District Size: 5 acres.
   F.   Maximum Density: 4 dwelling units per gross acre. (Ord. 2015-15, 4-14-2015)

It is further intended to provide for other uses which are customarily found with and are not detrimental to two-family residences. The RT district is considered consistent with and designed to implement the provisions of the comprehensive plan for land designated as medium density residential on the village land use plan map. Buildings or structures may be erected, altered or used for the following:
   A.   Residential uses.
      Duplexes.
      Single-family dwellings.
   B.   Institutional uses.
      Places of worship.
   C.   Community service uses.
      Cultural and civic facilities.
      Elementary and secondary schools without residential facilities.
      Governmental administration buildings.
      Police stations and fire stations.
   D.   Recreational uses.
      Country clubs.
      Golf courses.
      Parks and playgrounds.
   E.   Utility uses.

   D.   Minimum Dwelling Unit Size:
      1.   Single-family residences: 980 square feet.
      2.   Duplex: 620 square feet for each dwelling unit.
   E.   Minimum District Size: 2 acres.
   F.   Maximum Density: 8 dwelling units per gross acre. (Ord. 96-21, 9-10-1996)

It is further intended to provide for other uses which are customarily found with and are not detrimental to multiple-family residences. The RM district is considered consistent with and designed to implement the provisions of the comprehensive plan for land designated as medium density residential on the village land use plan map. 10-6C-2: PERMITTED USES:

Buildings or structures may be erected, altered or used for the following:
   A.   Residential uses.
      Duplexes.
      Multiple-family dwellings.
      Single-family dwellings.
   B.   Institutional uses.
      Childcare centers.
      Places of worship.
   C.   Community service uses.
      Cultural and civic facilities.
      Elementary and secondary schools (all uses within SIC code 8211).
      Governmental administration buildings.
      Police stations and fire stations.
   D.   Recreational uses.
      Country clubs.
      Golf courses.
      Parks and playgrounds.
   E.   Utility uses.
      Minor public and private utilities, including substations, lift stations, water towers and similar uses. (Ord. 96-21, 9-10-1996)

      2.   No proposed residential group home shall be located within six hundred feet (600') of an existing residential group home.
      3.   Other additional reasonable requirements designed to protect the safety and general welfare of adjoining landowners and other residents of the village.
   D.   Use of a dwelling unit as short-term rental property as defined herein. However, no more than fifteen (15) total short-term rental properties shall be allowed within the Village of Glen Carbon regardless of different zoning districts.

10-6C-5: SITE PLAN REQUIRED:

Site plan approval by the planning and zoning commission shall be required for all proposed developments within the RM multiple-family residential district, except for single- family dwellings, as provided for in chapter 13 of this title. (Ord. 96-21, 9-10-1996)

10-6C-6: DIMENSIONAL REGULATIONS:

   A.   Lot Standards:
      1.   Minimum Lot Size:
         a.   Single-family dwellings, duplexes and nonresidential uses: 10,000 square feet.
         b.   Tri-plexes: 12,000 square feet.
         c.   Four-plexes: 14,000 square feet.
         d.   Buildings for more than 4 dwellings shall not exceed the maximum density per gross acre listed in this section.
      2.   Minimum Lot Width: 100 feet.
      3.   Minimum Lot Depth: 100 feet.
   B.   Yards:
      1.   Minimum Front Yard: 25 feet.
      2.   Minimum Side Yard: 10 feet.
      3.   Minimum Rear Yard: 25 feet.
   C.   Maximum Building Height: 35 feet.
   D.   Minimum Dwelling Unit Size:
      1.   Single-family residences: 980 square feet.
      2.   Duplex or multiple-family building: 620 square feet for each dwelling unit.
   E.   Minimum District Size: 2 acres.
   F.   Maximum Density: 12 dwelling units per gross acre. (Ord. 96-21, 9-10-1996)
