The Planning Board shall grant or deny an application for a conditional use within 95 days of submission of a complete application by a developer to the administrative officer or within such further time as consented to by the applicant. No conditional use or appended site plan shall be granted unless the use will not be detrimental to the health, safety and general welfare of the Borough, is not likely to involve unusual risks of traffic safety and is reasonably necessary for the benefit or convenience of the municipality. In reviewing such application, the Board may impose as a condition of approval such requirements and safeguards as it deems appropriate with respect to the minimizing of any negative impact on the immediate vicinity of the site.
