165.17 “C-1

GENERAL COMMERCIAL DISTRICT.

This district is intended to accommodate commercial services and products outside the setting of the Central Business District.
   1.   Permitted Uses. A building or premises shall be used only for the following purposes:
      A.   Any use permitted in the “R-3” district.
      B.   The sale and manufacture of baked goods; the sale of food and beverages of all kinds, including sale for consumption on the premises.
      C.   Sale of products. The sale of general merchandise, including department stores; the sale of apparel of all kinds; the sale of furniture and household goods, including furniture and accessory furniture storage; the sale of china, floor covering, hardware, paint, wallpaper and similar materials; drugs, plants, flowers, gifts, music, photographic goods, sporting goods, stationery; hobby shops, jewelry stores, monument sales and cutting.
      D.   Eating places of all types.
      E.   Service establishments. The sale of general services; barber and beauty shops, tailors, laundries, radio and/or television station, telephone exchange or transformer station; small animal hospital, or pet shop, provided that noise and odors are effectively confined to the premises; hotels and motels; music and dance studios.
      F.   Automotive services. Public garages, service stations and service garages, parking lots, automobile laundries; new and secondhand motor vehicles and/or trailer sales; mobile home sales.
      G.   Amusement and recreation. Armory, assembly hall, bowling alley, dance hall, pool and billiards, theater, skating rink, or other social, sport or recreation center operated as a business, provided the place or building in which it is operated is sufficiently sound-insulated to effectively confine the noise to the premises; golf driving range, miniature golf course.
      H.   Transportation services. Railroad station; public service station; bus passenger station; bus terminal.
   2.   Accessory Uses. Any accessory use permitted in the “R-3” district.
   3.   Interior Living Space. The same as required in the “R-3” district.
   4.   Bulk Regulations. The following minimum requirements shall be observed:
      A.   Lot Area: For a dwelling or any building containing any dwelling units, the same as required in the "R-3" district. No requirement for any other permitted uses. Exception: if the lot is located within the boundaries of the 2013 Central Grinnell Urban Revitalization area then the lot area can be decreased by 10 percent from the minimum requirements, all other bulk regulations shall be met.

      B.   Lot Width: For a dwelling or any building containing any dwelling units, the same as the “R-3” district. No requirement for any other permitted uses.
      C.   Front Yard: 25 feet. When fronting on the right-of-way of a major thoroughfare shown on the official major thoroughfare plan, the front yard shall be measured from the proposed right-of-way line. Where a “C-1” district lies adjacent to a “C-2” district, the front yard requirements may be reduced by 60% on any lot not adjacent to a residential district (or if separated from said residential district by a street or railroad right-of-way).
      D.   Side Yard: None required except as follows:
         (1)   Five-foot side yards shall be required for a dwelling and any building containing any dwelling units.
         (2)   A five-foot side yard shall be required on that side of the lot which adjoins any “R-1”, “R-2”, or “R-3” district.
         (3)   Where no openings are provided in the walls of commercial buildings adjacent to interior lot lines, no side yard shall be required.
         (4)   Where there are openings in the walls of commercial buildings adjacent to interior lot lines, there shall be a side yard on that side of the lot not less than 3½ feet wide.
         (5)   Where any side yard is provided, though not required, the same shall be not less than 3½ feet wide.
      E.   Rear Yard: For a dwelling or any building containing any dwelling units, the same as required in the “R-3” district. No requirement for any other uses except when the rear yard adjoins the side lot line in an “R” district, in which case a ten-foot rear yard is required.
   5.   Maximum Height: Four stories or 50 feet.
   6.   Minimum Building Width: Any building containing dwelling units must be a minimum of 24 feet in building width.
