165.23 OFF-STREET

PARKING AREAS REQUIRED.

   1.   In all districts, except “C-2,” in connection with every industrial, commercial, business, trade, institutional, recreational, or dwelling use, or similar uses, space for parking and storage of vehicles shall be provided in accordance with the following schedule:
      A.   Automobile sales and service garages: one parking space for each 600 square feet of gross floor area.
      B.   Banks, business, and professional offices: one parking space for every 400 square feet of gross floor area, but in no case less than five parking spaces.
      C.   Bowling alleys: five spaces for each alley.
      D.   Churches and schools: one parking space for every 80 square feet of gross floor area in a principal auditorium, including balcony, if any; when no auditorium is involved, one parking space for every two employees. Churches within 500 feet of any commercial or industrial parking lot may use such commercial or industrial parking lot to meet their parking requirements so long as adequate written assurance is recorded in the County Recorder’s office and presented to the building inspector. The assurance shall guarantee that the parking area will continue to be available for use by the church until said church provides its own parking spaces. At that time, the recorded assurances may be withdrawn.
      E.   Dance halls, assembly halls: one parking space for every 150 square feet of floor area used for dancing or assembly.
      F.   Dwelling: two parking spaces for each single-family dwelling unit and one and one-half (1½) spaces for each unit of a multifamily dwelling unit. A garage stall counts as one parking space.
      G.   Funeral homes, mortuaries: one parking space for each five seats in the principal auditorium.
      H.   Furniture and appliance stores, household equipment or furniture repair shops: one parking space for every 600 square feet of gross floor area.
      I.   Hospitals: one parking space for each two beds.
      J.   Hotels, lodging houses: one parking space for each two bedrooms, plus one parking space for each 200 square feet of commercial floor area contained therein.
      K.   Manufacturing plants: one parking space for each three employees on the maximum shift level.
      L.   Restaurants, beer parlors, and nightclubs: one parking space for each 150 square feet of floor area.
      M.   Retail stores, shops: one parking space for each 200 square feet of floor area.
      N.   Sports arenas, auditoriums, other than in schools: one parking space for each six seats.
      O.   Theaters, assembly halls with fixed seats: one parking space for each six seats.
      P.   Wholesale establishments or warehouses: one parking space for every two employees.
      Q.   Floor area used for public assembly but not containing fixed seats: one parking space for each 100 square feet of floor area.
In case of any building, structure, or premises, the use of which is not specifically mentioned herein, requirements for a use which is so mentioned and to which said use is similar shall apply.
   2.   Any existing building which meets the parking requirements of this section on the effective date hereof, or at any subsequent time, shall continue to comply fully with all requirements hereof. Any existing building which partially meets the requirements of this section on the effective date hereof, or at any subsequent time, shall hereafter continue to comply as nearly with these requirements as the highest degree of compliance reached.
   3.   Off-street parking areas may be established in any “R” district that immediately joins a “C” or “M” district, or is directly across an alley or immediately behind an alley from a “C” or “M” district, provided such parking shall be accessory to and for use of one or more business or industrial establishments located in the adjoining “C” or “M” district; provided, however, such transitional use shall not extend more than 100 feet from the boundary of the less restricted zone.
   4.   Any lighting used to illuminate any off-street parking area including any commercial parking lots shall be so arranged as to reflect the light away from adjoining premises in any “R” district.
   5.   “Floor area” means the gross floor area of the specific use. Where fractional spaces result from computation, the required parking spaces are the nearest whole number.
   6.   Off-street parking areas shall be surfaced with a minimum of six (6) inches of rolled stone base with a two-inch asphaltic concrete surface course. Alternate materials may be used so long as they provide comparable strength as determined by engineering studies or comparisons.
   7.   In the case of mixed uses upon one lot, the required parking spaces shall equal the sum of the requirements of the various uses computed separately.
   8.   Each required parking space shall be not less than nine (9) feet in width and not less than nineteen (19) feet in length.
   9.   Maneuvering space required is the aisle width necessary to permit the safe and convenient parking of a motor vehicle and is based on the degree of angle parking provided. Aisles shall be provided as follows:
