In their interpretation and application, provisions of this chapter shall be held to be the minimum requirements adopted for the promotion of the public health, safety, and welfare. To protect the public, among other purposes, such provisions are intended to provide for adequate light; pure air; safety from fire and other danger; undue concentration of population; and ample parking facilities. Where this chapter imposes a greater restriction than is imposed or required by other provisions of law or by other rules or regulations or ordinances, the provisions of this chapter shall control.
