The City Council of the City of Hendersonville, State of North Carolina (NC), in pursuance of the authority granted by the G.S. chs. 160D-107 through 160D-1405, hereby ordain and enact into law the following articles and sections.

Conflict of laws. Except as expressly provided or clearly implied, these articles and sections are not intended to modify, supersede or repeal any other ordinance, rule, regulation or other provisions of law. The requirements of these articles and sections are in addition to the requirements of any other ordinance, rule, regulation or other provision of law. Where any provision of these articles and sections imposes restrictions different from those imposed by any other ordinance, rule, regulation or other provision of law, whichever provision is more restrictive or imposes higher protective standards for health, safety and welfare shall control. The more restrictive provision is the one that imposes greater restrictions or burdens, or more stringent controls.
