ARTICLE II

INTENT AND PURPOSE

2.1.- Purpose.

This ordinance is adopted for the purpose of:

2.1(1) Securing adequate light, pure air, water and safety from fire and other dangers;

2.1(2) Conserving the value of land and buildings throughout the municipality;

2.1(3) Lessening or avoiding the congestion in the public streets;

2.1(4) Lessening and avoiding the hazards to persons and damage to property resulting from the accumulation or runoff of storm or flood waters;

2.1(5) Promoting the public health, safety, comfort, morals, and welfare; and

2.1(6) Preserving and enhancing aesthetic values throughout the Village of Hillside.

2.2. - Standards and objectives.

To these ends this ordinance is intended to accomplish certain standards and objectives by:

2.2(1) Dividing the entire Village of Hillside into districts and regulating within each district the location, construction, reconstruction, alteration, and use of buildings, structures, and land, whether for residential, business, commercial, manufacturing, or other specified uses;

2.2(2) Preventing or reducing congestion in the public streets by requiring adequate off-street parking and loading facilities;

2.2(3) Preventing the overcrowding of land by regulating and limiting the height and bulk of buildings hereafter to be erected;

2.2(4) Establishing, regulating and limiting the building or setback lines along streets, traffic-ways, drives, parkways, or storm or floodwater runoff channels or basins, and property lines;

2.2(5) Regulating and limiting the intensity of the use of lot areas, and regulating and determining the area of open spaces surrounding buildings;

2.2(6) Establishing standards to which buildings or structures therein shall conform;

2.2(7) Prohibiting in each zoning district those uses, buildings or structures incompatible with the character of that district;

2.2(8) Preventing additions to and alteration or remodeling of existing buildings or structures in such a way as to avoid the restrictions and limitations imposed under this ordinance;

2.2(9) Providing controls governing the continuation of the existing uses, buildings, and structures, which are incompatible with the character of the district in which they are located;

2.2(10) Providing for the eventual elimination of structures and uses which are incompatible with the character of the district in which they are located;

2.2(11) Defining the powers and duties of the administrative officers and bodies as provided in this ordinance; and

2.2(12) Prescribing penalties for the violation of the provisions of this ordinance, or of any amendment thereto.
