ARTICLE 70.

OFF-STREET PARKING AND LOADING REQUIREMENTS[13]

Required parking and loading spaces as set forth below shall be located entirely off of street rights-of-way; shall be properly drained and shall be surfaced for all-weather use equivalent to at least four inches of crushed limestone unless the zoning district contains paving requirements specific to that district; and shall have an unobstructed maneuvering space and access lanes of adequate width leading to a street or alley. No parking shall be permitted other than in prepared parking areas. Parking spaces shall contain not less than 180 square feet.

70.1.- Off-street parking.

70.1.1. The following off-street parking spaces shall be provided and maintained on land owned by the owner or owners of the property for each building or use they are intended to serve. In the case of mixed or joint uses, the parking spaces required shall equal the sum of the requirements of the various uses computed separately.

70.1.2. Where the required number of parking spaces equals 15 or more spaces or contains at least 5,000 square feet, then article 71, off-street parking and vehicular use area landscaping requirements shall apply unless the zoning district contains specific landscaping requirements for parking areas; in that case, only section 71.6, PVA lighting requirements shall apply. Apartment developments having 15 or more spaces or at least 5,000 square feet of PVA shall be subject to the provisions of section 71.6.

70.1.3. Minimum parking space requirements.

Single-family residence:
In Residence 1 and Residence 1-A districts: Two spaces for each dwelling unit
In other districts: One space for each dwelling unit
Two-Family Residence: One space for each dwelling unit
Apartments and Independent Living Facilities: One and one-half spaces for each dwelling unit
Assisted Living Facilities: One space for each two dwelling units
Residential Dwelling Units above commercial and office spaces for each dwelling uses: One and one-half unit
Ambulance services: At least two spaces for each ambulance vehicle controlled
Animal boarding facility: At least one space for each 600 square feet of building floor area
Animal grooming salon: At least one space for each 400 square feet of building floor area
Animal hospital: At least one space for each 400 square feet of building floor area
Animal shelter: At least one space for each 600 square feet of building floor area
Animal training facility: At least one space for each 1,500 square feet
Automobile, boat, motorcycle and machinery sales and rentals: At least one space for each 400 square feet of enclosed floor area for the first 25,000 square feet and one space for each 600 square feet of enclosed floor area in excess of 25,000 square feet
Automobile service and repair: At least one space for each employee, plus three spaces for each auto service bay
Banks, credit unions and financial institutions: At least one space for each 400 square feet of floor area
Barber/Beauty Salons and Spas: At least three spaces per station
Bowling alley: At least five spaces for each alley
Business, industrial or trade school: At least one space for each 50 square feet of classroom area
Churches or other similar places of worship: At least one space for each four seats based on design capacity
Commercial heliports and/or helipads: At least three spaces for each helicopter owned, rented, or under control
Convenience store: At least one space for each 300 square feet of floor area
Dance academy or music studio: At least one space for each 100 square feet of floor area
Data storage facility: One space for each 750 square feet of floor area for employee facilities and one space for each 4,000 square feet of floor area for data halls
Daycare, kindergarten or nursery school: At least one space for each five children plus one space for each 500 square feet of floor area plus a passenger loading space situated so that children will not have to cross a parking area or lanes of traffic
Fraternities, sororities: At least one space for each five beds
Funeral home: At least one space for each 50 square feet of public area, plus one space for each funeral vehicle, plus one space for each employee
Golf course: At least five spaces per golf hole
Golf driving range: At least one space per golf tee
Health and athletic clubs: At least one space for each 350 square feet of floor area
Hospital: At least one space for each bed and at least one space for each unit of doctor's and nurse's quarters
Hotel: At least one space for each room
Hotel with restaurant, bar or meeting rooms: Same as hotel without these facilities plus one space for each 125 square feet of customer service area in restaurant, bar, and meeting rooms
Laundromat: At least one space for each two machines
Libraries, art galleries and museums: At least one space for each 500 square feet of floor area
Managed care facilities, nursing homes, rest homes, convalescent homes, skilled nursing care facilities and acute and long-term care facilities: At least one space for each four beds
Manufacturing or other industrial use: At least one space for each one employee on the largest shift or, where the number of employees is not known, at least one space for each 500 square feet of the first 20,000 square feet of gross floor area; and at least one space for each 1,000 square feet for over 20,000 square feet of gross floor area but less than 120,000 square feet of gross floor area; and at least one space for each 2,000 square feet for over 120,000 square feet of gross floor area.
Medical or dental clinic; doctor or dentist's office: At least one space for each 200 square feet of floor area
Medical laboratories and medical, surgical and dental supply houses: At least one space for each 300 square feet of floor area
Miniature golf course: At least two spaces per hole
Motel, tourist court or home, boarding house, rooming house: At least one space for each room or unit offered for rent
Motel with restaurant, bar or meeting rooms: Same as motel without these facilities plus one space for each 125 square feet of customer service area in restaurant, bar, and meeting rooms
Neighborhood clubhouse: At least one space for each 500 square feet of floor area plus additional parking as required
Nursery or greenhouse: At least one space for each 1,000 square feet of total sales area
Offices and office buildings: One space for each 500 square feet of gross floor area
Post office: At least one space for each 400 square feet of floor area
Private club, bar, tavern, lounge, pub, brewpub or nightclub: Parking spaces equal in number to at least 60 percent of the maximum occupancy rating
Rehabilitation services and surgery centers: At least one space for each 300 square feet of floor area
Restaurants, delicatessens, coffee shops and cafés: Parking spaces equal in number to at least 50 percent of the seating capacity
Retail sales and services (unless otherwise specified): At least one space for each 300 square feet of floor area
Self-service storage facility: At least three spaces, plus one space for each 75 storage units
School, elementary through middle school: At least one space for each 50 students based on design capacity plus one space for each three classrooms
School, high school through college: At least one space for each three students based on design capacity plus one space for each three classrooms
Skating rink: At least one space for each 200 square feet of floor area
Swim and tennis clubs: At least one space for each 75 square feet of swimming pool water surface area and two spaces for each tennis court
Theatre, auditorium, stadium, arena, concert hall, performing arts center, coliseum, cinema or other place designed to draw an assembly of persons at a scheduled time: At least one space for each four seats or one space for each 50 square feet of gross floor area of performance and seating area when there is no fixed seating
Trailer parks, mobile home parks, camping trailer courts: At least one parking space for each trailer or mobile home space
Warehousing, storage or handling of bulk goods: At least one space for each 1,000 square feet of the first 20,000 square feet of gross floor area; and at least one space for each 2,000 square feet of over 20,000 square feet of gross floor area but less than 120,000 square feet of gross floor area; and at least one space for each 4,000 square feet of over 120,000 square feet of gross floor area.

70.2. - Off-sreet loading requirements.

All commercial and industrial buildings and uses are required to have adequate off-street loading facilities, as needed, and to have sufficient off-street parking spaces for all vehicles owned, leased, rented and controlled by such establishment and to have sufficient off-street parking spaces for all employees, visitors and customers of such establishment.

70.3. - Electric vehicle readiness requirements.

Where the required number of parking spaces equals 100 or more spaces then two electric vehicle capable spaces shall be identified, and one additional space shall be identified per 50 thereafter. The following standards are applicable:

70.3.1. These locations shall be installed with electrical panel space and load capacity to support a branch circuit and necessary raceways, both underground and/or surface mounted to support electric vehicle supply equipment (EVSE), which shall meet the electrical and conduit regulations and specifications as established by the governing electrical utility provider ; and

70.3.2. Electric vehicle capable spaces shall be located at a minimum distance of 50 feet from any structure.

The above regulations do not require the installation of an electric charging station; however, it provides for a natural progression and location of appropriate infrastructure as technology advances.
