Mobile Homes and Trailers
§ 500-112 Authority.
In regulating mobile homes under this article, the Commission intends to exercise not only the authority conferred upon it by § 7-148 of the Connecticut General Statutes but also the authority conferred upon it by § 8-2 of the Connecticut General Statutes. Accordingly, if, and to the extent that, § 7-148, as the same may from time to time be amended, does not authorize the regulation of mobile homes, as defined in these regulations, it is the purpose and intention of the Commission to regulate mobile homes as so defined hereunder pursuant to the powers and authority conferred upon it by § 8-2, as the same may from time to time be amended.
§ 500-113 Conformance required.
The use, occupancy, parking and storage of trailers constituting camping and recreational equipment, utility trailers, commercial trailers, and mobile homes on any lot shall conform to the provisions hereinafter specified.
§ 500-114 Definitions.
Certain words used in this article are defined as follows:
Trailers constituting camping and recreational equipment are defined and described as follows:
TRAVEL TRAILERA vehicular, portable structure built on a chassis, designed to be used as a temporary dwelling for travel, camping, recreational and vacation uses, and when equipped for the road shall have a body width not exceeding eight feet and which shall be eligible to be licensed/registered and insured for highway use.
PICKUP COACH or PICKUP CAMPERA portable dwelling designed and constructed as an integral part of a self-propelled vehicle to be used as a temporary dwelling for travel, camping, recreational and vacation use and which shall be eligible to be licensed/registered and insured for highway use.
A commercial trailer which is larger and heavier type trailer using a ring and pin, fifth wheel, or similar connection, and shall include mobile office trailers.
A mobile home, or manufactured home as defined for the Floodplain District, is any vehicle or unit which is or originally was designed and constructed in such a manner that it can be drawn by or carried on a vehicle and which is equipped with both facilities, flush toilet, and which is designed to be connected to a public water supply and to sewer connections and that can be used for a permanent human habitation, whether resting on wheels, jacks, piers, or other foundation of any kind.
A small box, boat, horse or flat trailer designed to be towed by a vehicle using a ball and socket connection.
§ 500-115 Use, parking and storage.

Any owner of a trailer constituting camping and recreational equipment as defined in § 500-114 or a utility trailer as defined in § 500-114 may park or store such trailer on private residential property subject to the following conditions:
A.
Occupancy prohibited. At no time shall such parked or stored trailers be occupied or used for living, sleeping or housekeeping purposes. There shall be no connections to any utility service, including electric, heat, water and sewage disposal service.
B.
Parking/storage location. If such trailer is parked or stored outside of a garage, it shall be parked or stored to the rear of the principal building or other major building in a neat and orderly manner or in the most inconspicuous location practicable, and generally not visible from any street; it shall conform to the setback from side and rear property lines as required for buildings and other structures.
C.
Registration. Said trailers shall be registered in the name of and be the legal property of an occupant of the principal building on the lot.
D.
Parking duration for servicing, cleaning and loading/unloading purposes. Notwithstanding the provisions of Subsection B, any such trailers may be parked anywhere on the lot for servicing, cleaning, loading or unloading purposes for a period not to exceed two days.
E.
A zoning permit required is required for all trailers 19.5 feet or greater in length.
§ 500-116 Mobile homes.
No mobile home, or manufactured home as defined by the National Flood Insurance Program, shall be used or placed upon premises in any district except as follows:
A.
Temporary use during construction of home. The use of a mobile home as a temporary dwelling is subject to the securing of a certificate of zoning compliance from the Zoning Enforcement Officer, when it will be used as a temporary dwelling on premises of the owner thereof during construction of such owner's permanent dwelling and located upon the same premises as the new home. Such mobile home shall not remain upon said premises for more than six months from the time that it is first placed thereon, and provided that such mobile home shall be connected to a water supply and sewage disposal system approved by the Town Director of Health in conformity with the requirements of any Town regulations pertaining thereto. No mobile home shall be placed on the premises until the foundation of the permanent dwelling is in place. No more than one six-month extension may be granted. No extensions may be granted within the Floodplain District.
§ 500-117 Commercial trailers.
Commercial trailers shall conform to the following provisions:
A.
Storage/office trailers. Subject to the securing of a certificate of zoning compliance, commercial trailers used as storage or offices may be parked on any lot in connection with a bona fide construction project on the lot. Such certificate shall have a duration of no more than six months. No more than one six-month extension may be granted. No extensions may be granted within the Floodplain District.
B.
Commercial transportation trailers. Commercial trailers are otherwise permitted on a lot only in conjunction with permitted commercial and industrial establishments, such as trucking terminals, building contractors' businesses and storage yards, warehousing and wholesale businesses, manufacturing, processing and assembling of goods, construction projects and marine transportation, provided that the commercial trailer is used only for transportation, that no such trailer is used as a storage building and that the storage of such trailers shall conform to all of the setback requirements for buildings and other structures.
