RR RURAL RESIDENTIAL DISTRICT
The general character of this residential district is to consist of single-family detached dwellings, set on rural building lots where the provision of public water and sewerage is not planned. The character of this district is to allow for hobby farms and large rural estates where the residents may have smaller agricultural plots under cultivation or other agricultural or farm operations, including horses and other livestock husbandry. Nonresidential uses would be restricted to those community facilities which:
A.
May appropriately be located in residential areas to serve educational needs or to provide other essential services for the residents; or
B.
May appropriately be located in residential areas to provide recreational, religious, health, and other essential services for residents; or
C.
Can perform their activities more effectively in a residential environment, unaffected by adjacent industrial or general service uses; and
D.
Do not create significant objectionable influences in residential areas.
In RR rural residential districts, the following regulations shall apply.

A building may be erected, altered or used, and a lot may be used or occupied, for any of the following purposes and no other:
A.
Permitted uses.
(1)
Single-family detached dwelling units;
(2)
Household pets not to exceed four animals, farm animals not to exceed four animals, and horses as provided for in the following subsection.
(3)
Private horse stables located in conjunction with a residential dwelling, in accordance with the following:
a.
Up to two saddle horses or ponies for the use of the occupants of the dwelling, but in no event for hire.
b.
One additional saddle horse or pony for the use of the occupants of the dwelling, but in no event for hire, shall be allowed for each additional one acre of lot area beyond the minimum lot area required in this district.
c.
The maximum number of horses which are permitted under the terms of these provisions shall be four horses.
(4)
Accessory uses.
B.
Special uses - granted by the board of zoning appeals.
(1)
Home occupations;
(2)
Colleges, universities or schools;
(3)
Colleges or school dormitories or fraternity or sorority houses;
(4)
Churches, rectories or parish houses;
(5)
Libraries, museums or noncommercial art galleries;
(6)
Monasteries, convents or novitiates;
(7)
Municipal facilities and public utility uses directly related to and necessary for services within the district or city;
(8)
Nonprofit or voluntary hospitals or related hospital facilities;
(9)
Philanthropic or nonprofit institutions with sleeping accommodations, including nursing homes or sanitariums;
(10)
Proprietary nursing homes or sanitariums;
(11)
Cemeteries;
(12)
Public parks or playgrounds or private parks, including outdoor tennis courts or ice skating rinks, provided that all lighting shall be directed away from nearby residential zoning lots.

For any dwelling 45 feet, not exceeding 3½ stories.
B.
For any accessory building, 28 feet, not exceeding two stories.

A.
Minimum lot area and width. A lot area of not less than five acres and a lot width of not less than 150 feet at the building line shall be provided for every building or other structure erected or used for any use permitted in this district, except that in the case of public utilities, the minimum lot area and width requirements may be reduced when authorized as a special use.
B.
Front yard. There shall be a front yard between the building line and the highway and street right-of-way lines as follows (the right-of-way line is not to be construed as the center of or the edge of pavement of the highway or street):
(1)
On existing federal or state highways, a distance of 75 feet;
(2)
All county highways at the time of adoption of this ordinance or constructed thereafter, a distance of 75 feet; and
(3)
All other streets, a distance of 35 feet.
C.
Side yards.
(1)
On each interior lot, there shall be two side yards having an aggregate width of not less than 50 feet, with neither side yard having a width of less than 25 feet.
(2)
On each corner lot, there shall be two side yards, the side yard abutting the street having a width of not less than 30 feet, and the side yard not abutting the street having a width of not less than 25 feet.
(3)
On any lot, in any side yard not abutting the street, a detached private garage may be erected if located no closer to the side lot line than 25 feet.
D.
Rear yard. There shall be a rear yard on each lot, the depth of which shall not be less than 30 feet, except that an accessory use structure may be erected within the rear yard not closer to the property line than ten feet.
E.
Building coverage. Not more than 25 percent of the area of any lot shall be occupied by buildings.
F.
Building area and minimum building width. The minimum ground floor area required will be 1,000 square feet, and each dwelling unit shall be at least 26 feet in width, measured at the foundation line.

Every lot in the RR rural residential district shall be serviced by an on-site well water supply and wastewater disposal system meeting the requirements of the county and state, as provided in title XIII section 1, documentation for which shall be presented to the building official prior to issuance of a building permit for the construction of any building on said zoning lot, if no public utilities are available to service the lot.
