§ 151.62
FEES.
(A) The Council shall adopt a schedule of fees from time to time for all permits. No permit shall be issued, or request brought before the Board of Adjustment or Planning Commission until the fees are paid. All late applications or after the fact applications shall require an additional fee whether the permit is issued or not.
(B) The city shall not accept applications where the applicant has any past due fees or charges due to the city until the account is made current.
