CHAPTER 19

24.- R-3 MULTIPLE-FAMILY DWELLING DISTRICT REGULATIONS

Sec. 19.24.010.- Statement of intent.

(a)

The R-3 District is intended and designed to provide for certain high density residential areas now developed with multiple-family dwellings and areas where similar residential development seems likely to occur.

Sec. 19.24.020. - Principal permitted uses.

(a)

Only the use of structures or land listed in this section shall be permitted in the R-3 District:

(1)

Any use permitted in the R-2 District.

(2)

Multiple dwellings, including row dwellings and condominium dwellings.

(3)

Boarding and roominghouses.

(4)

Institutions of a religious, educational or philanthropic nature, including libraries.

(5)

Colleges and universities, both public and private, including administrative buildings, classrooms, dormitories, athletic facilities and similarly related structures; but not including commercial trade schools and business colleges.

(6)

Nursing, convalescent and retirement homes.

(7)

Private clubs, lodges or veterans' organizations, excepting those holding a beer permit or liquor license.

(8)

State institutions and related facilities operated by the departments of corrections and/or human services.

(9)

Child care center provided a special permit has been obtained pursuant to Section 19.10.010 (f-1).

(10)

Business incubator or co-working space, subject to the following limitations:

a.

No member shall operate a retail sale business.

b.

No member may operate a manufacturing operation or business.

c.

No member may provide personal care services, including but not limited to beautician, barber, cosmetic, tattoo, piercings, medical services, or similar services.

d.

No member may process, fabricate, or assemble goods that create smells or noises that can be readily identified outside of the building.

e.

All members may receive visitors or clients on a limited basis, with all such visitors and users to utilize off street parking at the building and to not otherwise create a nuisance for the neighborhood.

f.

All members and owners may utilize the space to provide education, training, lectures, or presentations desired to promote and foster the collaborative purposes of the space, for members and the public.

g.

The owner of the property may operate an office at the property to oversee the space and members, and shall comply with the restrictions and requirements applicable to members set forth herein.

Sec. 19.24.030. - Permitted accessory uses.

(a)

Accessory uses permitted in and as limited in the R-1 District.

(b)

Family day care homes, group day care homes and preschools.

Sec. 19.24.040. - Bulk regulations.

(a)

The following minimum requirements shall be observed subject to the modifications contained in Section 19.02.100:

(1)

Lot area:

Single-family dwelling - 6,000 square feet.

Two-family dwelling - 7,200 square feet.

Multiple-family or other permitted use - 10,000 square feet.

(2)

Lot area per dwelling unit:

Row housing and multiple dwellings - 2,000 square feet.

(3)

Lot width:

Single-family dwelling - 60 feet.

Two-family dwelling - 60 feet.

Row housing units - 20 feet.

Multiple-family dwelling and other permitted uses - 80 feet.

(4)

Front yard: 25 feet.

(5)

Side yards:

Three stories or less up to 35 feet; minimum on each side - 10 feet.

More than 3 stories up to 45 feet; minimum on each side 15 feet.

Structures above 45 feet - See height regulations below.

Duplexes, row houses and condominiums - 0 feet on attached side.

Rear yard: 30 feet.

(7)

Maximum height:

Principal building - 45 feet; except that for each one (1) foot that the building or a portion of it sets back beyond the required front, side and rear yards, one (1) foot may be added to the height limit of such building or portion thereof.

Accessory buildings - 12 feet.

Maximum number of stories:

Principal building - No limitation.

Sec. 19.24.050. - Minimum width regulation.

(a)

The minimum dimension of the main body of the principal building shall not be less than twenty-four (24) feet.

Sec. 19.24.060. - Perimeter foundation requirement.

(a)

A permanent perimeter foundation meeting the Mount Pleasant Building Code standards shall be required for all principal buildings.

Sec. 19.24.070. - Off-street parking and loading.

(a)

Spaces for off-street parking and loading shall be provided in accordance with the provisions of Chapter 19.06.

Sec. 19.24.080. - Site plans.

(a)

Site plans shall be required in accordance with the provisions of Chapter 19.12 for all uses permitted in this district except single- and two-family dwellings.

Sec. 19.24.090. - Signs.

(a)

Signs shall be provided in accordance with the provisions of Chapter 19.09.
