32.- B-2 CENTRAL BUSINESS DISTRICT COMMERCIAL DISTRICT REGULATIONS
(a)
The B-2 District is intended to provide for the general retail shopping of persons living in Mount Pleasant and the surrounding trade areas. The district is designed to include the central business district area. Uses permitted are similar to the B-3 District; however, bulk regulations are not required due to the density of the existing development.
(a)
Only the use of structures or land listed in this section shall be permitted in the B-2 District.
(1)
Any use permitted in the B-1 District.
(2)
Retail business or service establishments, including, but not limited to, the following and similar uses as may be determined by the zoning administrator:
a.
Antique shops.
b.
Apparel shops.
c.
Art shops.
d.
Automobile accessory stores.
e.
Bakeries or bakery outlets, retail sales only.
f.
Banks, savings and loan associations and similar financial institutions.
g.
Barbershops and beauty parlors.
h.
Bicycle shops, sales and repair.
i.
Billiard parlors and pool halls.
j.
Bookstores.
k.
Bowling alleys.
l.
Camera stores.
m.
Carpenter and cabinet making shops.
n.
Clothes cleaning and laundry-pickup stations.
o.
Collection office of public utility.
p.
Confectionery stores, including ice cream or snack bars.

(a)
Accessory uses permitted in the R-3 and B-1 Districts.
(b)
Storage of merchandise incidental to the principal use.
(c)
Parabolic or dish-type antennas which shall be placed in the rear yard and must be a minimum of ten (10) feet from all property lines and shall not be larger than eight (8) feet in diameter if of opaque construction or ten (10) feet in diameter if of wire or mesh construction. There shall be no more than one (1) antenna allowed per lot, and that antenna shall be screened from view by a six-foot high wood or masonry fence or by natural plants or trees of equal minimum height if mounted at ground level. Such parabolic or dish-type antenna may be mounted on the roof of a building, provided that all structural requirements of the current adopted edition of the Uniform Building Code are met. The antenna shall be located near the rear of the building to avoid visual observation from the ground level. The erection and construction of a parabolic or dish-type antenna shall require obtaining a building permit from the building administrator prior to the commencement of any work.
(d)
Electrical vehicle charging stations installed in any non-residential yard or building or attached to any building, provided vehicles being charged are parked in conformance with the city Code, and the zoning ordinance of the City of Mount Pleasant, Iowa.

The following minimum requirements shall be observed subject to the modifications contained in Section 19.02.100:
(1)
Lot area: Same as required in the R-3 District for residential uses. No minimum requirement for any other permitted uses.
(2)
Lot area per dwelling unit: Same as required in the R-3 District.
(3)
Lot width: Same as required in the R-3 District for residential uses. No minimum requirement for any other permitted uses.
(4)
Front yard: Same as required in the R-3 District for residential uses. No minimum requirement for any other permitted uses.
(5)
Side yards: Same as required in the R-3 District for residential uses. No minimum requirement for any other permitted uses except when adjoining any "R" district; in which case, ten (10) feet.
(6)
Rear yard: None required, except when adjoining any "R" district; in which case, twenty-five (25) feet.
(7)
Maximum height: 50 feet.
(8)
Maximum number of stories: 4 stories.
(a)
Site plans shall be required in accordance with the provisions of Chapter 19.12 for all uses permitted in this district.
(a)
Signs shall be provided in accordance with the provisions of Chapter 19.09.
Dwellings are permitted only on upper stories and/or in the rear of the ground floor for properties that are located adjacent to the following central business district blocks:
100 Block E. Washington St.
100 and 200 Block W. Washington St.
100 and 200 Block S. Jefferson St.
100 Block N. Jefferson St.
100 and 200 Block W. Monroe St.
100 Block E. Monroe St
100 and 200 Block S. Main St.
100 Block N Main St.
If the dwelling is located on the rear of the ground floor, it shall not be more than fifty (50) percent of the depth of the building and the entire width. This special limitation shall not apply to (1) noncommercial buildings presently located in the 200 Block S. Jefferson Street, (2) the Colonial Building located in the 100 Block E. Monroe St. and the former Harlan Hotel located in the 100 Block of S. Jefferson St.

The minimum dimension of the main body of buildings containing any number of dwellings, and having as its only principal permitted use a residential use, shall not be less than twenty-four (24) feet.
