CHAPTER 19

40.- M-2 LIGHT INDUSTRIAL DISTRICT REGULATIONS

Sec. 19.40.010.- Statement of intent.

(a)

The M-2 District is intended and designed to provide areas of the city suitable for activities and uses of a light industrial nature. It is not intended that any new residential development be permitted in the M-2 District. If an M-2 District abuts a residential district, then due consideration shall be given to appropriate buffering requirements, including but not limited to landscaping, fencing, and murals. Such considerations shall be for the purpose of mitigating any negative impact of the proposed or existing development on the residential district.

Sec. 19.40.020. - Uses permitted.

(a)

Only the use of structures or land listed in this section shall be permitted in the M-2 District:

(1)

Any use permitted in the B-4 and M-1 Districts.

(2)

Bag, carpet and rug cleaning; provided that necessary equipment is installed and operated for the effective precipitation or recovery of dust.

(3)

Bakeries.

(4)

Welding or other metalworking shops.

(5)

Carting, express, hauling or storage yards, contractors' equipment and materials storage yards.

(6)

Concrete mixing, concrete products manufacture, ready-mix plants.

(7)

Creamery, bottling works, ice cream manufacturing (wholesale), ice manufacturing and cold storage plant.

(8)

Enameling, lacquering or japanning.

(9)

Laboratories; research, experimental and testing.

(10)

Lumberyards and building material sales yards.

(11)

Machine shops.

(12)

Manufacture of musical instruments and novelties.

(13)

Manufacture or assembly of electrical appliances, instruments and devices.

(14)

Manufacture of pottery or other similar ceramic products, using only previously pulverized clay and kilns fired only by electricity or gas.

(15)

Manufacture and repair of electric signs, advertising structures, sheet metal products, including heating and ventilating equipment.

(16)

Milk distribution stations.

(17)

Manufacture of wood products not involving chemical treatment.

(18)

The manufacturing, compounding, processing, packaging or treatment of cosmetics, pharmaceuticals and food products except fish and meat products, cereals, sauerkraut, vinegar, yeast, stock feed, flour and the rendering or refining of fats and oils.

(19)

The manufacturing, compounding, assembling or treatment of articles or merchandise from previously prepared materials, such as bone, cloth, cork, fiber, leather, paper, plastics, metals or stones, tobacco, wax, yarns and wood.

(20)

Storage and sale of livestock feed, provided that dust is effectively controlled.

(21)

Flammable liquids, underground storage only, not to exceed forty thousand (40,000) gallons; provided that it is to be located at least two hundred (200) feet from any "R" district.

(22)

Wholesale storage and warehouse establishments.

(23)

Seed production facilities and seed warehousing.

Sec. 19.40.030. - Permitted accessory uses.

(a)

Signs permitted in and as limited by the B-4 District regulations.

(b)

Accessory uses customarily incidental to a permitted principal use, including accessory uses permitted in the M-1 District.

Sec. 19.40.040. - Required conditions.

(a)

No use shall be permitted to be established or maintained which, by reason of its nature or manner of operation is or may become hazardous, noxious or offensive owning to the emission of odor, dust, smoke, cinders, gas, fumes, noise, vibrations, refuse matter of water carried waste.

Sec. 19.40.050. - Bulk regulations.

(a)

The following minimum requirements shall be observed subject to the modifications contained in Section 19.02.100:

(1)

Front yard: 25 feet.

(2)

Side yards: None required except when adjacent to any "R" district, or street right-of-way line; in which case, twenty-five (25) feet.

(3)

Rear yard: Twenty-five (25) feet; provided, however, that for every foot the front yard is increased over twenty-five (25) feet, the rear yard may be decreased in direct proportion thereto; but in no case shall the rear yard be less than ten (10) feet.

(4)

Maximum height: 75 feet.

(5)

Maximum number of stories: No limitation.

Sec. 19.40.060. - Minimum open space.

(a)

The total land area devoted to open space and landscaping shall not be less than ten (10) percent of the gross land area included in the building lot. Such open space shall be maintained as grassed and landscaped area and shall not include access drives, parking areas, structures or buildings except ornamental structures included as part of the landscaping theme.

Sec. 19.40.070. - Off-street parking and loading.

(a)

Spaces for off street parking and loading shall be provided in accordance with the provisions of Chapter 19.06.

Sec. 19.40.080. - Site plans.

(a)

Site plans shall be required in accordance with the provisions of Chapter 19.06 for all uses permitted in this district.

Sec. 19.40.090. - Signs.

(a)

Signs shall be provided in accordance with the provisions of Chapter 19.09.
